Project Description: The proposed Project will have six major components: (1) installation of a new well located southwest of the territory of the Orosi Public Utility District (OPUD); (2) installation of a new 300,000-gallon storage tank located within the territory of the East Orosi Community Service District (EOCSD); (3) replacement of the old (existing) asbestos-containing concrete-covered distribution pipeline system located in the territory of the EOCSD; (4) connection of a new pipeline from the new well to existing pipelines in Orosi and then connecting a new pipeline to the new storage tank in East Orosi; (5) the replacement of meter boxes within EOCSD, installation of metered service connections and new fire hydrants, and abandonment of both current EOCSD wells; and (6) consolidation of the EOCSD drinking water customers and the Family Education Center into OPUD. The new production well will provide a compliant water supply in an amount sufficient to meet the needs of East Orosi, Culter-Orosi Joint Unified School District (COJUSD) and if desired, to provide a supplemental water source for OPUD and/or Culter Public Utility District. Each bid shall be submitted individually on the Bid Forms that are provided in the Specifications along with accompanying documents and a Cashier's Check or Bid Bond for not less than ten percent (10%) of the total amount of the bid, sealed in an envelope marked with the bidder's name and business address, Project title and the scheduled time and date of the bid opening. It is the bidder's responsibility to print the necessary pages required for the bid. The contract will be awarded to the responsible bidder submitting the lowest cost responsive bid. TIME OF COMPLETION: The Project is to be completed within 550 calendar days from the date to be established in the "NOTICE TO PROCEED". The Agreement includes provisions for Liquidated Damages if the Project is not timely completed. The successful Bidder shall possess a Class "A" California Contractor's License at the time the bid is submitted and maintain that license until the Project is completed. The successful Bidder shall furnish the bonds, insurance policies and certificates, specified in the Instructions to Bidders and General Conditions. The Board of Supervisors reserves the right to deem a bid non-responsive for any information crossed out from the bid packet including information completed by a manufacturer. The Board of Supervisors reserves the right to reject any or all bids, and/or waive any informality in any bid, and/or determine in its discretion the responsibility of any bidder. The County of Tulare also maintains Part V, Chapter 15 of its ordinance Code, "Public Works Contractor Debarment" and any entity bidding on this Project who is included in the list of debarred and suspended persons pursuant to section 5-15-5000 of the Tulare County Ordinance Code shall be disqualified from bidding or being awarded a contract with Tulare County pursuant to Tulare County Ordinance Code Section 5-15-4000. The decision of the Tulare County Board of Supervisors regarding the amount of a bid, or existence or treatment of a discrepancy or failure in a bid will be final. The award of the contract, if it is awarded, will be to the lowest responsive and responsible bidder whose Bid complies with all the requirements prescribed. Such award, if made, will be made within sixty (60) days after the opening of the Bid. This period may be subject to an extension for such further period as may be agreed upon in writing between the Tulare County Board of Supervisors and the bidder concerned. Pre bid notes :A pre-bid conference will be held at the Tulare County Resource Management Agency, RMA Main Conference Room, 5961 S. Mooney Blvd. Ave Visalia, CA 93277 and on Zoom. Bid date notes: The bids will be opened, examined, and declared by a Deputy Clerk of the Board of Supervisors at the time and on the date written above. The bid opening will be open to the public and held in the Conference Room of the Clerk of the Board of Supervisors in the Tulare County Administration Building, 2800 W. Burrel Avenue, Visalia, California. The results of the Bidding shall be reported to the Board of Supervisors at their next regular meeting thereafter.
