sealed bids to replace the card access system for the Washington County Courthouse located at 432 East Washington Street, West Bend, WI 53095. This request is for a firm to replace the existing card access and CCTV software system with the Genetec Security Center at the Washington County Courthouse. The project will include replacing software, non-compatible hardware, adding new hardware, rewiring new reader and camera locations, programming, training, and licensing. Substitutions will not be considered as the County is standardizing on the Genetec Security Center which is already in use within the County's facilities. This project will be phased to coincide with a remodel project beginning in August 2025 and completing in November 2026. Phasing plan is included with this request. A total of approximately 140 card readers, 24 cameras, 32 panic devices are included in this request. This project is a phased replacement of the card access and CCTV software systems that will take place during a complete remodeling of three floors of the Washington County Courthouse. The selected contractor will coordinate work to include the relocation and addition of card readers, panic alarms, cameras, and other security devices associated with the card access and CCTV software systems. The contractor will also provide programming at the direction of the Facilities and IT Departments to integrate the existing Axis CCTV system, create access levels and partition system access to software users. The County currently uses Genetec Security Center in another facility (Washington County Jail) and programming and licensing shall incorporate both buildings to ensure economy of scale. Additional buildings will be incorporated in the future so expandability will be required. Exact dates of completion for the three phases is at the discretion of the GENERAL CONTRACTOR for the Courthouse Remodeling Project, provided that the entire remodeling is Substantially Complete no later than November 13, 2026. The GENERAL CONTRACTOR is expected to work with the selected card access vendor to coordinate cabling and hardware installations to minimize any duplication or re-work that will need to be done by either vendor. The project includes licensing of the software to include 15 concurrent users and training of key users in Facilities, IT, Human Resources, Security, and the Sheriff's Office. Refer to drawings and specifications for the complete scope of work and proposed phasing for this project.
