Camp 5 Hydroelectric Facility - Slurry Seal (Steelguard) The District reserves the right to reject any or all Bids and to re-issue this RFB. The District may waive any minor informalities or irregularities in any Bid that are immaterial and inconsequential in nature. The District reserves the right to request additional written or oral information from proposers to obtain clarification of their Bids. Question Deadline 06/30/2025 at 3:00 PM PT Any questions about this RFB shall be submitted in writing (via e-mail) to Ryan Deakyne, Buyer, at the following address: E-mail: purchasing@eid.org The objective of this solicitation is to obtain services to supply and install Raynguard (SteelGuard 60 with 2% latex) at the El Dorado Irrigation District's Hydroelectric facility located at 7225 Highway 50, Pollock Pines CA 95726. The project manager is Matt Heape. Approximate square footage of the work surface area is 50,000 sq. ft. (includes driveway). The Contractor is required to begin work within 5 business days of notification received by the Project Manager. The Contractor shall supply sufficient equipment and trailers so that the work can be completed in approximately 3 days but no more than 5 days. The Contractor shall be responsible all material and equipment necessary for application of the Steelguard 60 material with 2% latex added for durability, at the El Dorado Irrigation District's Hydroelectric facility located at 7225 Highway 50, Pollock Pines CA 95726. Approximate square footage of the work surface area is 50,000 sq. ft. (includes driveway). The Contractor shall be responsible for providing District Staff instructions for care of product after application including a recommended cure time. Contractor shall be responsible for roping off areas where District Staff may not enter as the Contractor deems necessary for the product application and curing process. Contractor shall also responsible for clearly communicating with Project Manager if site conditions change and new areas are roped off. The District will provide Contractor access to a reasonable amount of water at no charge for the purposes of mixing the material and cleaning work surfaces if necessary. The Contractor shall have prior experience applying the specified material, preferably on other public works projects. All equipment supplied by the Contractor for this work must be in good working condition. The Contractor is expected to exercise prudent judgment in determining the condition of its equipment and is solely responsible for it. The District retains the right to reject the use of any piece of equipment that it believes to be in unsatisfactory condition. In the event of rejection, the Contractor must remove the unsatisfactory equipment and replace it with acceptable equipment within 48 hours. The Contractor will be allowed to store a reasonable amount of equipment and tools at the project site as necessary for performance of these services but the District assumes no liability for any equipment located at the project site. Contractor access to the work site(s) will be allowed seven (7) days a week, 10 hours per day between 6:30 AM and 4:30 PM each day. The job site is located at a controlled access facility. Weekend work is preferred. Contractor to submit work schedule prior to starting work and schedule must be approved by the Project Manager. The Contractor is responsible for providing any required safety equipment or protective clothing to its employees. The Contractor shall confine its equipment and other material and the operations of its staff to those areas indicated by the District staff. The staging or parking of trucks, equipment, or material of any kind on County roadways, even in a temporary situation, is not allowed. This includes keeping trucks from impeding highway traffic by parking on Highway 50 while waiting to enter the premises where the work is being conducted. Coordination between crew members at the facility and the Contractor may be required as the job site is gated and a controlled access facility. The Contractor shall at all-times keep the premises free from accumulations of water, material or rubbish caused by its employees or work, and at the completion of the work Contractor shall remove from the premises all Contractor rubbish, implements and surplus materials and shall leave the premises broom clean. The Contractor shall provide operators who are trained and licensed in the operation of its equipment. The Contractor shall enforce the highest level of safe work habits by their employees and ensure that all rules, codes and regulations are complied with. The Contractor's unit price is to include all applicable federal, state and local taxes in effect at the date of bid submittal. In case it shall ever be determined that any tax included in the bid was not required to be paid by the Contractor, Contractor agrees to notify the District and to make prompt application for the refund or credit thereof, to take all proper steps to procure the same and when received to pay the same to the District. No subcontracting is allowed for this scope of work without the District's written consent. The Contractor is responsible for creating and maintaining customer accounts of its own with the approved material manufacturer Raynguard. Material will not be furnished by the District. Contractor shall submit a comprehensive written Health and Safety Plan (HSP) as specified herein within 10 days from the Notice of Award. The Health and Safety Plan required to be submitted herein must be favorably reviewed by District prior to Contractor starting Work.
