The City reserves the right to reject any or all proposals and to waive or not to waive any informalities therein. All signatures shall be in handwriting and no proposal will be considered unless properly signed by the bidder or his or its legally authorized agent or representative with addresses given in the correct spaces provided in the proposal and in accordance with the directions set forth opposite of said spaces. When a corporation submits a proposal, its agent must present legal evidence that he has lawful authority to sign said proposal and that the corporation has legal existence. In the event that any corporation organized and doing business under the law of any foreign state is the successful bidder, such corporation must present evidence, before any contract is executed, that it is authorized to do business in the State of Illinois. Each proposal shall be placed in a sealed envelope addressed to Mary Kalk City Clerk, City of Sycamore, which said envelope shall be endorsed as follows: "Proposal of (name of bidder) for "Parkside Drive Storm Sewer/Ditch Project in Sycamore, Illinois." - Each bidder shall deposit with this proposal a Proposal Guarantee consisting of a Certified or Cashier's Check, Bank Money Order, or Bid Bond in an amount of not less than 5% of the total amount of bid as a guarantee that in case the bidder's proposal is accepted, the bidder shall, within ten days after the date of such acceptance and notification thereof, deliver to the Owner a contract signed and executed by the contractor - No bidder may withdraw his, their, or its bid after the same is submitted to and received by the Clerk. The Owner reserves the right to reject any or all bids and to waive or not to waive any informalities therein and to select the bid which is in the best interest of the City of Sycamore. The City of Sycamore's local bidder preference policy is not applicable for this project however a responsible bidder policy is applicable, a copy of which are included in these contract documents following the Special Provisions.
