The purpose of this Request for Quotes (RFQ) is to solicit quotes to provide services to abandon the City's Banbury Well #3 at the Skimino-Lightfoot Water System in York County, VA. Background The Virginia Department of Environmental Quality (DEQ) Groundwater Withdrawal Permit (GWP) requires abandonment of this well no later than March 13, 2026. The abandonment is required due to the well's gravel pack extending above the source aquifer (Piney Point aquifer). This can potentially cause water level and water quality interactions between multiple aquifers and is prohibited by DEQ regulations. Stantec and City representatives will be on site for work observation periodically throughout the project.
