Location: Monongalia County and is located in north central West Virginia close to the Pennsylvania border. Within a 500-mile radius of Morgantown, the county seat of Monongalia County, is one-half of the population of the United States and one-third of Canada. Morgantown is one day's drive from 6 of the 8 largest U.S. metropolitan areas, 20 metro areas with populations of 1 million or more, and 22 of the nation's top 35 industrial markets. Morgantown is located at the intersection of I-79 and I-68, only 77 miles south of Pittsburgh and 155 miles north of Charleston, WV. Background and Current Operating Environment: The Monongalia County Center is an Agriculture Tourism destination located in the heart of Mylan Park. The facility is home to the West Virginia Department of Agriculture, the Monongalia County Extension Office, in addition to housing our Parks Department General Offices and the Facility Director and staff. The facility is also home to the Community Food Innovation Center, a WV Department of Agriculture Certified Food Manufacturing Facility, which enables the facility to operate as a regional food hub. The building has two floors and approximately 32,000 square feet under roof. The Commission desires to ensure power redundancy for all of the facility while seeking to reduce energy costs. The Commission reserves the right to select a proposal which it deems to be in the best interest of the County. Be advised that financing arrangements contemplated to extend more than one year will be subject to the availability of appropriations. Qualifications and Experience: Offerors will provide information regarding their firm and experience in providing requested services. The Commission or its designees will independently evaluate each offeror based on the following criteria: 3.1. 3.2. 3.3. 3.4. 3.5. 3.6. 3.7. Offeror shall provide a general description of the firm's financial condition and identify any conditions- e/g/, bankruptcy, pending litigations, planned office closures, impending merger, which may impede the offeror's ability to provide the requested services. The offeror must submit a certified copy of the current financial report of the company. Offeror shall describe the firm's experience in offering or performing requested services for counties, public transportation agencies, municipalities, and/or other government agencies Offeror shall provide a listing of any similar solar projects completed withing the past 5 years as well as electrical and other licenses or certifications. The offeror shall submit a list of three (3) references for which it provides similar services, including name of institution, address, and contact person and phone number. A statement that your firm or principals are not involved in any current or pending litigation involving Monongalia County, or any of its Departments or Authorities. If any work is to be subcontracted, the offeror should provide similar background materials and references for proposed subcontractors. Project and Goals: Offerors shall provide a detailed narrative description of the services offered within their proposal and their methodology for providing requested services. The Monongalia County Commission is seeking comprehensive proposals for requested which may include, but are not limited to: 4.1. 4.2. 4.3. 4.4. 4.5. 4.6. Solar design, including module layout, DC system capacity, estimated annual production, and description of major components. System monitoring is required. Description of relevant equipment and installation warranties, and the ongoing maintenance services provided by the installer. Both system purchasing and purchase plan agreement options should be provided. Sample purchase contract. Anticipated project timeline. Generally, the solutions should be turn-key, providing a combination of equipment, products and services, delivery, and installation to a properly operating status. Requirements: It is expected that proposers have knowledge of all applicable industry standards, laws, and regulations and possess an ability to market and distribute the equipment, products, or services to Monongalia County. 5.1. 5.2. 5.3. 5.4. 5.5. 5.6. Safety Requirements. All items proposed must comply with current applicable safety or regulatory standards or codes. Deviation from Industry Standard. Deviations from industry standards must be identified with an explanation of how the equipment, products, and services will provide equivalent function, coverage, performance, and/or related services. Delivered and operational. Unless clearly noted in the proposal, equipment and products must be delivered to the Commission as operational. Warranty. All equipment, products, supplies, and services must be covered by a warranty that is the industry standard or better. Proposals must consider any change in policy at the Federal level relative to payment terms and conditions required to access federal tax credit opportunities. The selected solar installer will be responsible for securing permits and any other needed regulatory approvals, complete installation, coordinate with the utility to secure Permission to Operate, and train the facility's staff on system monitoring. Questions received up to the question deadline will be responded to by posting to the RFP Drobox location on or before 3:00 pm EST, July 11, 2025. Questions received after the question submittal deadline will NOT be addressed. Pursuant to a fair and open process, the Monongalia County Commission (hereinafter referred to as the "Commission" or "County") is interested in adding a solar system at the Monongalia County Center to offset our electricity use and to reduce utility expenses now and into the future. We seek a qualified, experienced solar installer to review the capacity of our facility, propose a solar solution that delivers maximum financial benefit, install the system(s), and provide service or maintenance as needed over the life of the system. The firm selected will provide the best option for the County, in terms of pricing, the services provided, capability, the vendor's reputation and ability to provide and install the equipment within a specific time period. It is the intent of the Monongalia County Commission to award this contract within sixty (60) days of receipt of proposals.
