Renovation of a military facility in Morgantown, West Virginia. Completed plans call for the renovation of a military facility.
This is a combined synopsis/solicitation. Enclosed please find the specifications and drawings for the Building 3 (B3), Building 17 (B17) and Building 19 (B19) HVAC Upgrades Project at NETL Morgantown, WV. This solicitation is being competed as a 100% HUBZone Small Business set-aside. The NAICS code for this solicitation is 236220 with a business size standard of $45,000,000. The contract award will be made to the vendor who provides the lowest price technically acceptable proposal in accordance with Sections L and M of this solicitation. All clarifications and exceptions will be considered when deciding technical acceptability. Please review the documents and submit your technical and cost proposals to the undersigned no later than 4:00PM Local Time (Morgantown, WV) on Friday, August 8, 2025. Please do not include any builders risk insurance in your proposal. The Order of Magnitude for the project $1,000,000 - $5,000,000. An organized site visit has been scheduled for Tuesday, July 22, 2025 at 10:00AM Local Time (Morgantown, WV). Participants will meet in the B39 Reception area at the NETL Morgantown, WV facility, located at 3610 Collins Ferry Rd. Morgantown, WV. If planning to attend, please provide the Contract Specialist with a list of participants from your company no later than 4:00PM Local Time (Morgantown, WV), Friday, July 18, 2025. All participants shall possess identification meeting the REAL I.D. Requirements provided with this solicitation. No access will be permitted to anyone NOT on the participants list. Participation in the site visit is not mandatory for proposal consideration. Those taking pictures will need to obtain a controlled article pass from NETL security prior to the beginning of the of the site visit. Any questions relating to the project specifications and drawings may be submitted to the Contract Specialist, Mathew Gibson, via email at Mathew.Gibson@netl.doe.gov on or before 4:00PM Local Time (Morgantown, WV) on Friday, July 25, 2025. At NETLs discretion, NETL may provide written responses to the questions as appropriate. Any such responses will be provided to all interested parties. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. A laboratory airflow control system shall be furnished and installed to control the airflow into and out of laboratory rooms and other spaces within the facility. The exhaust volume of each laboratory fume hood shall be precisely controlled by a venturi air terminal unit to maintain a constant velocity air flow into the fume hood. Two-position hoods shall have a two-position venture valve to reduce the exhaust cfm when the room is un-occupied. The laboratory control unit shall vary the amount of air into the room and hot water to the reheat coil in order to maintain temperature control, minimum ventilation, airflow balance, and laboratory pressurization in relation to adjacent spaces (positive or negative). All spaces within the lab facility shall be precisely controlled to maintain the required pressure characteristics and to maintain minimum ventilation and airflow balance in relation to adjacent spaces. Approval to bid does not relieve the Laboratory Controls Contractor from complying with the intent and requirements of these specifications. A. Unit shall include compressors, evaporator coils, filters, supply fans, dampers, air-cooled condenser coils, condenser fans, hot water heating coil, and unit controls. Unit shall be designed to be supported on a concrete pad located at grade. B. Unit(s) furnished and installed shall be packaged outdoor air unit(s) as scheduled on contract documents and described in these specifications. Unit(s) shall be designed for dehumidification, cooling and/or heating of 100% Outdoor Air. For dehumidification and cooling modes the evaporator temperature shall be monitored, reported at unit controller. Compressor controls shall modulate capacity to maintain evaporator leaving set point. C. Unit shall be designed to be automatically operated from 100% supply CFM to a minimum of 33% percent supply CFM while maintaining heating and cooling supply air temperature setpoints unless in economizer mode. Refer to equipment schedule for heating and cooling supply air temperature setpoints D. Unit discharge airflow configuration shall be horizontal through side of unit.. E. Unit shall be factory assembled and tested including leak testing of the DX coils, pressure testing of the refrigeration circuit, and run testing of the completed unit. Run test report shall be supplied with the unit in the service compartment's literature pocket. F. Unit shall have decals and tags to indicate lifting and rigging, service areas and caution areas for safety and to assist service personnel. G. Unit components shall be labeled, including refrigeration system components and electrical and controls components. H. Estimated sound power levels (dB) shall be shown on the unit ratings sheet. I. Installation, Operation, and Maintenance manual shall be supplied within the unit. J. Laminated color-coded wiring diagram shall match factory installed wiring and shall be affixed to the interior of the control compartment's hinged access door. K. Unit nameplate shall be provided in two locations on the unit, affixed to the exterior of the unit and affixed to the interior of the control compartment's hinged access door. The scope of the work included under Division 23 of the specifications shall include complete systems as shown in the Contract Documents and specified herein. Any work reasonably inferable or required to result in a complete installation or the intended operation and performance of the systems, shall be included in the Base Bid except where there is specific reference to exclusion and incorporation in other quotations.
