Description: The Still Harbor Armor Removal project includes: shoreline armor removal, nearshore fill and buried armor removal, subgrade decompaction, salvaged tree placement, rock revetment construction, beach nourishment placement, and vegetation planting. The estimated cost of the project is $301,432, and the required substantial completion date is October 30, 2025. The seeding deadline is October 1, 2025. The project is located at Still Harbor, McNeil Island, Pierce County, Washington. Contractors Interested In Either Or Both Projects Must Attend This Joint Walkthrough. Expected Schedule Is The Following: 10:00 Am To 10:50 Dnr - Still Harbor Phase 2 11:10 Am To 12:00 Pm - Bodley Creek Restoration 1. Rsvp Is Required o Rsvp No Later Than 3:00 P.m. On July 2, 2025. o Email Your Rsvp To: Jordanna Warneck At Jordanna.warneck@dnr.wa.gov Or Dawson Matthews Dawson.matthews@dfw.wa.gov o If You Do Not Rsvp By This Deadline, You Will Not Be Allowed To Attend. 2. Mandatory Background Check Is Required o All Attendees Must Complete A Background Check Through The Washington State Department Of Corrections (Doc). o Once You Rsvp, Dnr Will Send You Instructions For Completing The Doc Background Check. o You Must Submit The Online Background Check Form No Later Than 5:00 P.m. On July 3, 2025. o If Your Background Check Is Not Completed And Approved In Time, You Will Not Be Allowed To Attend. 3. What To Bring o You Must Bring A Valid Driver's License To Gain Access To The Island. o Only Contractors Who Passed The Doc Background Check Will Be Allowed To Participate. o Shorts And Open-toed Shoes Are Prohibited On The Island. 4. Meeting Location And Time o Arrive By 9:00 A.m. Sharp At The Steilacoom Ferry Public Access Dock, Located At: 56 Union Ave, Steilacoom, Wa 98388 o Late Arrivals Will Miss The Ferry And Will Not Be Allowed To Attend The Walkthrough. o The Site Visit Will Take Place From Approximately 9:00 A.m. To 12:00 P.m. The Ferry Will Depart Mcneil Island At 12:25 Pm The Still Harbor Nearshore Restoration Project Phase 2 includes: site preparation, tree removal and salvage, bulkhead removal, nearshore fill and buried armor removal, subgrade decompaction, salvaged tree placement, rock revetment construction, beach nourishment placement, vegetation planting, and site cleanup. The estimated extent of work under this Contract is shown in the Drawings. A. Mobilization shall include the obtaining of all security clearances through Washington State Department of Corrections (DOC); obtaining all permits; moving onto the site of all equipment; furnishing and erecting temporary buildings and other construction facilities; and implementing security requirements; all as required for the proper performance and completion of the Work. Mobilization shall include the following principal items: 1. Attending a pre-construction meeting with Owner prior to mobilizing to the site. Contractor shall submit the project schedule and execution plans 14 days after Notice to Proceed and prior to attending the pre-construction meeting. 2. Moving on to the site of all Contractor's equipment required for operations. 3. Setting up Contractor's temporary facilities. 4. Providing all on-site communication facilities, including radios, cellular phones, and internet access. 5. Obtaining all required permits. The permits obtained by Owner are attached to this Contract. 6. McNeil Island is a state-owned island in south Puget Sound that is reserved for fish and wildlife refuge, and the McNeil Island Special Commitment Center (SCC). The SCC is operated by the Washington State Department of Social and Health Services (DSHS). All access to the island is coordinated by the Washington Department of Corrections (DOC), and individuals are subject to a background check. All employees, subcontractors and their employees shall be screened a minimum of two weeks prior to access on the island and may not be allowed on island based on the results of background check. Access to the island will be by use of DOC passenger ferry for foot access, DOC barge for vehicle/equipment access, or pre-approved private vessel. Access via barge, ferry, or other vessel must be coordinated a minimum of one week in advance. All access is subject to restrictions or search by DOC. DOC procedures and requirements are outlined in the attached Appendix Island Procedures. 7. Having all OSHA required notices and establishment of a Health and Safety program that includes emergency response for a remote island. 8. Having the Contractor's superintendent at the job site full time. 9. Submitting initial submittals. The work under this section includes providing all labor, materials, tools, and equipment necessary to perform all surveying and staking necessary for the completion of the project in conformance with the Drawings and Specifications, including all calculations required to accomplish the work. A. This section includes Work necessary to remove and dispose of debris. The following types of debris have been identified for special handling and disposal: 1. Torpedo Nets: Recyclable portions of the net bundles shall be removed for disposal at a facility licensed for recycling of metal. Contractor is responsible for sampling to determine potential recycling facilities. If no such facility is available, the Torpedo Net Bundles shall be disposed of at a licensed landfill. 2. Creosoted Wood: The timber crib wall within the project site contains creosote contamination and shall be handled and disposed of at a facility licensed for disposal of creosote-treated materials. 3. Rock Revetment: Armor stones that comprise the rock revetment shown on the Drawings shall be removed and disposed of in the borrow pit as indicated in the Drawings. Individual stones that satisfy requirements in Section 35 31 19 may be reused within the rock revetment, subject to Owner approval. B. All inert debris not mentioned above shall be disposed of in the borrow pit as indicated in the Drawings. This section includes work related to excavation of fill, haul, disposal, grading, and placement of beach nourishment sediment as required to complete the Work in accordance with these specifications and as shown on the Drawings. This project consists of three phases, and intends to restore and naturalize the shoreline of Still Harbor, located near the northeast end of McNeil Island. This application is specific to Phase 2. Work includes the removal of torpedo netting, creosoted wood crib wall, a rock revetment, and associated fill material along the southwest shore of Still Harbor. A small rock revetment will be placed adjacent to the pier and within the footprint of the existing torpedo netting to ensure the continued stabilization of the shoreline adjacent to the pier and adjacent building.
