Site work and renovation of a residential development in Battle Creek, Michigan. Completed plans call for the renovation of a residential development; and for site work for a residential development.

The CCLBA invites the submission of proposals from licensed general contractors to provide rehabilitation services for the home at 598 Michigan Ave W, Battle Creek, Michigan. Licensed companies with demonstrated experience in this area and an interest in making their services available to the CCLBA are invited to respond to this RFP. Anticipated Award Date: July 31, 2025 Project Completion: January 15, 2026 Questions Due: July 16, 2025 at 5:00pm The goal of this RFP, and the responsibility of the successful Respondent, is to fully rehabilitate the property to obtain a certificate of occupancy which includes yet is not limited to the following: install new windows and doors, siding, new kitchen, bathroom, flooring, repair front porch and install new back porch, remove portions of the chain link fence and relocate to other areas on the property, insulate attic and walls where needed, and abate all lead based paint as stated in the Lead Inspection Risk Assessment. If subcontractors for plumbing, mechanical and electrical are not available to bid; the General Contractor will include those subcontractor specifications as part of their bid. The successful Respondent will be trained and certified to complete all necessary requirement so this proposal or subcontract to firms under the criteria as the RFP states. Successful Respondent must exhibit the ability to provide general contractor services, as well as work with a diverse population. Bonding required for stabilizations, rehabilitations, and demolitions over $50K/contract: Michigan State Law (MCL 129.201) requires a performance bond on projects where the overall costs exceed $50,000, Therefore, a bid bond in the amount of 5% of the Contractor's overall bid price is required from each bidder under the submittal requirements of this RFP. A bid bond is usually a two-page document from your bond company that includes the bond on page one, and a Power of Attorney authorization on page two from an insurance company; there should be no charge for this document. If a contract is awarded to a Contractor in an amount that equals or exceeds $50,000 in aggregate amount this project, the Contractor . A surety/performance bond for 100 percent of the contract price; this shall be supplied once the contract has been verbally accepted. (A performance bond is one executed in connection with a contract to secure fulfillment of Contractor's obligations under such contract.) The Surety/Performance Bond shall be in an amount equal to one hundred percent (100%) of the total contract amount budgeted for demolition or construction services. Bonds must be issued by a bona fide company authorized to do business with the State of Michigan and to comply with state regulations. If construction services are neither budgeted nor requested by change order, the contractor need only comply with the bonding requirements of subparagraphs (a) above. (A performance bond is one executed in connection with a contract to secure fulfillment of Contractor's obligations under such contract.) This project required Davis Bacon Prevailing Wage Reporting by the funder. This reporting includes; weekly certified payroll and wages, at or above, those provided in the Davis Bacon Wage Detail for assigned work for all staff on the project, see separate attachment to the in the RFP documents. The CCLBA reserves the right to change the scope of the project based on available funding or other needs during the term of the contract; it is possible that due to timing or limited funding not all parts of the project will be executed. QA - No, 598 Michigan is NOT located in a historic district please see #2 under Other Information Related to Bid Work on page 4 in the RFP. There are no restrictions regarding the windows. The windows that are to be installed are specified in the spec sheet. Yes, this home has basement windows, which are currently boarded up, and will need to be replaced. There is not a current deck. There will need to be a small deck and stairs built. There will be no replacement. The deck built will be a 6x6. Landing Deck Installation Build new stairs and landing for new placement of back door. Use pressure treated materials for framing and decking. Include new support post, railings, and staircase as needed. All work to meet current code. Review placement with Property Projects Coordinator for landing and stair position. Location: Rear
