This project entails the removal and replacement of concrete sidewalks and driveway aprons along both sides of Shorehaven Drive from West Lake Road to Sycamore Drive and the west side of Blackstone Drive from Argyle Avenue to Willow Drive. Newly installed sidewalks must meet all criteria of the Proposed Accessibility Guidelines for Pedestrian Facilities in Public Rights of Way, Each bid must be accompanied by a bid guarantee in the form of a certified or cashiers check or bid bond with corporate surety payable to Millcreek Township in an amount equal to ten percent (10%) of the bid price. Millcreek Township reserves the right to reject any or all bids or to waive any informalities or minor deviations in the bidding. No oral interpretation will be made to any Bidder as to the meaning of the Contract Documents or any part thereof. Every request for such an interpretation shall be made in writing to Millcreek Township. Any inquiry received seven (7) or more days prior to the date fixed for opening of Bids will be given consideration. Every interpretation made to a Bidder will be in the form of an Addendum to the Contract Documents, and when issued, will be on file in the Township office at least five (5) days before Bids are opened. In addition, all Addenda will be mailed to each person holding Contract Documents, but it shall be the Bidder's responsibility to make inquiry as to the Addenda issued. All such Addenda shall become part of the Contract and all Bidders shall be bound by such Addenda, whether received by the Bidders. The minimum participation levels (MPLs) for MBEs and WBEs are as follows: MBE MPL: 5% / WBE MPL: 3%.
