The City of Winston-Salem (hereinafter referred to as the City) has multiple infrastructure assets on City owned and/or leased property(ies), within its rights of way and/or permanent easement(s) that require specific capital improvements. These capital improvement projects may include but are not limited to the following: repair, renovation, expansion/additions, system upgrades and modernization, structural and safety improvements, accessibility and compliance enhancements, and street/road, bridge, sidewalk, greenway, water supply, and parcel/land and site improvements. The City requires assistance in project development and project management (PD/PM) to effectively deliver the capital projects on schedule and within budget. The selected Project Manager or Firm (Project Manager) shall provide comprehensive coordination and direction of infrastructure project activities across multiple projects in a given fiscal year in a manner that serves and protects the City's best and overall interest while satisfying project requirements. The primary and any subconsultant firms shall be familiar with the required submittals for North Carolina Department of Transportation (hereinafter referred to as the Department) and Federal projects. This RFQ will in no manner be construed as a commitment on the part of the City to award a contract. The City reserves the right to reject any or all applications; to waive minor irregularities in the RFQ process or in the applications; to re-advertise this RFQ; to postpone or cancel this process; select and procure parts of services; and to change or modify the RFQ schedule at any time.
