This notice constitutes an Invitation for Bids (IFB), Solicitation W50S8A-24-B-A008 to replace the Active Vehicle Barriers at Pease Air National Guard Base (PEASE ANGB), Newington, NH. The Government seeks to award a single firm fixed price contract for services, non-personal, to provide all plant, labor, transportation, materials, tools equipment, appliances and supervisors needed. The anticipated contract duration shall be approximately 270 days. Please refer to the attached Statement of Work, Specifications, and Drawings attached to this solicitation. Also be sure to review the attached SF1442 for a complete listing of the applicable provisions and clauses. Please note that the Government is setting this requirement aside as a total 100% small business set aside under the North American Industrial Classification System (NAICS) 236220- Commercial and Institutional Building Construction which has a small business size standard of $45.0M. The associated PSC code is Y1PZ. Interested parties shall provide their bids to the Government by the closing date and time of this solicitation and shall be available for public opening on 26 August 2025 at 10:00 EST at the Portsmouth Armory located at 801 McGee Drive, Portsmouth, NH 03801. Bids shall either be mailed directly to the government at 302 Newmarket Street, Newington, NH 03803 by the time specified in the solicitation or hand carried to the Portsmouth Armory on opening day. The Government cannot accept bids electronically. Interested bidders are strongly encouraged to review the "Instructions to Bidders" in section 00 21 13 of the solicitation. This posting also constitutes a notice of a site visit which the Government will conduct on 5 August, 2025, at 10:00 AM EST on-site at Pease ANGB. Please review 00 21 13 for instructions and submission requirements for site access before the event. In accordance with FAR 36.211(b), the following information is provided: (1) The National Guard has no agency-specific policies or procedures applicable to definitization of equitable adjustments for change orders under construction contracts other than those described at FAR 43.204, DFARS 243.204 and AFARS 5143.204. (2) Data for the prior 3 fiscal years regarding the time required to definitize equitable adjustments for change orders under construction contracts for the National Guard is currently not available but will be compiled and provided in future announcements. Scope: The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary, except as specified in Paragraph 3.0 as Government Furnished, to perform services necessary to remove and replace the existing Active Vehicle Barriers (AVBs) at Pease Air National Guard Base (ANGB), NH as identified by this SOW. 1.1.1 Objectives: Remove and dispose of the existing AVBs and appurtenances. Procure and install a crash-rated wedge barrier package from the Department of Defense approved listing provided with this statement of work (SOW). Selected AVBs must be included on the list of DoD Certified Anti-Ram Vehicle Barriers maintained by the U.S. Army Corps of Engineers (USACE) Protective Design Center (PDC). Barriers shall be K12 rated, cast/placed in concrete, have superior rust resistance (hot dipped galvanized coating) and require a foundation depth of less than 12 inches. In compliance with local regulation, the barriers shall be capable of operating into the full raised position in 0.5 seconds, utilizing the Emergency Operation Function. Roadway markings, barrier markings, controls, and signage will also be installed per the specifications listed in para. 5.0, drawings have been produced and shall be followed. The Contractor will provide operational, safe, complete, and usable systems in line with industry standards, all applicable codes, and within the intent of this project. Perform ancillary tasks necessary to support the work, such as scheduling, roadway obstruction and traffic diversion techniques, work oversight, customer support, cleaning project site, coordinating deliveries, and coordination with the Contracting Officer's Representative (COR). 1.2 Background: The 157th Civil Engineer Squadron is in need of a replacement AVB package. The current AVBs are inoperable and are at end of life. Regulation, climate, roadway, traffic flows, and topography of the installation requires the use of a fast-acting wedge barrier system with the addition of signage and roadway markings to meet compliance standards of Anti-Terrorism and Force Protection (AT/FP) measures. 1.3 Period of Performance (PoP): The Period of Performance shall begin no later than 30 days after receipt of the Notice to Proceed (NTP) and last for no longer than 270 calendar days.
