Rooftop Solar Project The Pennsylvania Solar Center is accepting a Request For Proposals (RFP) from qualified solar developers on behalf of the State College Borough Water Authority, located at 1201 W. Branch Road State College PA, 16801. The project involves the design, permitting, equipment purchase, construction and interconnection of an approximately 170-killowatt photovoltaic roof top system including all appurtenances necessary for the system to operate along with an optional additional 38-killowatt photovoltaic system on an adjacent building. The State College Borough Water Authority reserves the right to reject any or all RFPs. For Questions: Contact Nick Rosen, Program Coordinator, Pennsylvania Solar Center at Nick@pasolarcenter.org. If selected, the Developer will be expected to provide (or arrange) the following services: o The scope of services provided by the Contractor shall include all tasks required to design, fabricate, deliver, and install a fully functioning solar Photovoltaic (PV) system that stresses efficient operation, low maintenance and low operating losses. o System design that meets local fire department, Pennsylvania building and electrical codes, and local ordinance requirements. Developers are responsible for obtaining the latest requirements and guidance from the township and Centre Region Code. A set of documents that may or may not be the latest requirements will be provided to all developers through the portal described in Supporting Documentation and Materials on page 13. o Assessment of the building's structural integrity, roof condition and shading limitations. The Contractor will coordinate and hire the structural engineering review, if required, with a certified professional engineer with the building owner's approval of date/time of inspection. o The scope of work shall also include, but not be limited to, securing all permits and approvals from governing agencies and the utility, as well as all labor, taxes, services, permit fees, utility interconnection costs, inspection fees, materials and equipment necessary to produce a fully operational solar photovoltaic system. o Prior to acceptance of the final solar PV system, the Developer will provide three (3) printed copies of as-built drawings and electrical diagrams in hard copy and one electronic file in PDF format. o Provide two (2) sets of operation, maintenance, parts manuals for the solar PV system. The manual shall cover all components, options, and accessories supplied. It shall include maintenance, troubleshooting, and safety precautions specific to the supplied equipment. o Provide two (2) copies of all warranty information for the solar PV panels, racking, inverters and all associated equipment. o Provide recommendations and information (such as terms and contracts) for a solar renewable energy credit (SREC) aggregator [if the client will own the SRECs]. o Include and provide web-accessible monitoring software of the PV system generation output on a daily, monthly and yearly. o The selected developer may be requested to supply documentation of financial solvency of their company that may include, but not limited to, audited financial statements, bank references and/or supplier references stating that their firm has established lines of credit and/or that the firm is in general good standing with their institution before any agreements with the site hosts are finalized. o A PPA may be requested as outlined in the preliminary assessment phase. o Performance Bond. The selected developer shall submit to the State College Borough Water Authority a Performance Bond in the amount of 100% of the total contract price of the award prior to providing service, but in no event shall it be submitted more than thirty (30) days after the award. The Performance Bond shall be issued by a surety company legally authorized to do business within the Commonwealth of Pennsylvania. Power of Attorney must be included. o Payment Bond. The selected developer shall submit to the State College Borough Water Authority a Payment Bond in the amount of 100% of the total contract price of the award prior to providing service. The Payment Bond shall be issued by a surety company legally authorized to be business within the Commonwealth of Pennsylvania and shall be in compliance with sections 3 and 3.1 of the Public Works Contractors' Bond Law of 1967, 8 P.S. 191 et seq
