Design, manufacture, assemble, and factory test Goods in accordance with attached technical specifications. Deliver Goods F.O.B. Destination. Provide a manufacturer's field service engineer to perform field services specified under the supervision and direction of Buyer's construction contractor. Furnish a high voltage, alternating current, three pole, single throw, [vertical (Bid Item A) or horizontal (Alternate)] configured outdoor circuit switcher with SF6 extinguishing medium, rated for operation on a nominal 230kV effectively grounded transmission system. Propsoers agree by submitting a proposal, to the acceptance of all terms, conditions and specifications of this RFP. Proposals are valid for a period of 60 calendar days after date of opening. Bidders must submit a Bid Bond (5% of the amount of their bid) with their bid as bid security. The security may be in the form of bid bond, cashier's check, or certified check, made payable to the City of Green Cove Springs. Bidder agrees that time is of the essence in connection with performance, delivery, and/or the services of this contract. The construction timeline for this project is 465days for substantial completion and 465 days for final completion. Bidders are advised that payment and performance bonds with a surety acceptable to the City shall be provided to the City upon receipt of a signed contract or purchase order for faithful delivery or performance of items or services as stated in this Bid Invitation. Performance bonds shall include provisions for the City's delay or liquidated damages. The successful Bidder shall furnish within ten (10) consecutive calendar days after written notice of award, a Payment and Performance Bond in an amount equal to one hundred percent (100%) of the total amount of the contract. The City reserves the right to require the successful proposer to execute an agreement incorporating all documentation, and which contains standard provisions for default, bid security, attorney fees, termination, remedies, jurisdiction and other conditions deemed legally appropriate by the City. It is the desire of the City to enter into an agreement to complete this singular project. The City reserves the right to accept or reject any or all proposals as a whole, or any part thereof, waive any or all irregularities, and award the RFP to the responsible proposal determined to represent the City's best interests.
