The R.M. of St. Andrews is seeking quotations for the installation of Cement Stabilization for approx 6025m of roads within the Municpality. The contractor shall complete the work in accordance with the specifications referred to herein by September 15, 2025. The R.M. will award the Tender or reject all offers within two days of approval by Council, or as required by the R.M.'s procurement policy. The successful bidder will be notified in writing that their bid has been accepted and that they have been awarded the Tender. SCOPE OF WORK Supply all labour, materials, and equipment, to cement stabilize approx. 6025 meters of road base to a maximum finished width of 8 meters, including lab analysis of in-situ soils, mix design, and quality control. The work areas shall include: _ Red River Place _ Settlers Trail _ Oakfield Road _ Maple Cliff Cove _ Hay Ave _ Donald Road _ Maple Drive _ Aspen Ave _ Medicine Creek Road _ Main Street (Clandeboye) _ Robinson Street (Clandeboye) _ The R.M. shall furnish a Motor Grader and Operator for shaping the road prior to compaction of blended soil. 2. SPECIFICATIONS 2.1 Mobilization and Demobilization DESCRIPTION 2.1.1 This Specification shall cover all operations relating to the mobilization and demobilization of the Contractor to the project location(s). 2.1.2 The Work to be done by the Contractor under this Specification shall include the furnishing of all superintendence, overhead, labour, materials, equipment, tools, supplies, and all things necessary for and incidental to the satisfactory performance and 5 completion of all Works as hereinafter specified. 2.1.3 The inclusion of a payment item for the Work under this Specification shall not release or reduce the responsibilities of the Contractor under any other specification in the Contract. SCOPE OF WORK The Scope of Work shall consist of the following, as applicable: 2.1.4 Mobilization shall include, but not be limited to: a) All activities and associated costs for transportation of the Contractor's personnel, equipment, and operating supplies to the site, and/or sites, and/or between sites; b) c) d) e) Establishment of offices, buildings, other necessary general facilities and equipment parking/staging areas for the Contractor's operations at the site or sites; Premiums paid for performance and payment bonds including coinsurance and reinsurance agreements as applicable; General cleanup and housekeeping needed to maintain a neat and orderly project site(s); Other job-related items. 2.1.5 Demobilization shall include, but not be limited to: a) All activities and costs for transportation of personnel, equipment, and supplies not used in the project from the site, and/or sites, and/or between sites; b) c) d) Disassembly, removal, and site cleanup and restoration of offices, buildings, and other facilities assembled on the site and/or sites: Repair of access roads, temporary haul roads, and equipment parking areas leaving the project site in the same or better condition than at the start of the project; General cleanup and housekeeping needed to restore a neat and orderly project site. 2.1.6 Access to the site, equipment parking, and staging areas are limited to that shown on the drawings or as approved by the Contract Administrator. MEASUREMENTS AND PAYMENT 2.1.7 The successful contractor will be paid for the work completed on a lump sum basis and payment based on field measured quantities will only apply should the scope of work decease or increase based on budgetary constraints. 2.2 Traffic Control 2.2.1 The Contractor shall submit a detailed Traffic Management Plan including signage and barricade locations to the R.M for approval. 2.2.2 The R.M. shall establish and maintain traffic control devices in accordance with the Contractors' Traffic Management Plan 6 2.2.3 Any changes to the approved Traffic Management Plan must be submitted to the R.M a minimum of five (5) Working Days prior to the required change for approval. 2.3 Traffic Management 2.3.1 The Contractor shall schedule construction activities to minimize impact residents while maintaining access to each property. 2.3.2 Should the Contractor be unable to maintain an existing access to a residence or business, they shall review the planned disruption with the business or residence and the Contract Administrator and take reasonable measures to minimize the impact. The Contractor shall provide a minimum of 24 hours notification to the affected residence or business and the Contract Administrator, prior to disruption of access. 2.3.3 Ambulance/emergency vehicle access must be maintained at all times. 2.4 Water Obtained from the R.M. 2.4.1 The Contractor shall receive unlimited access to the R.M.'s Fill Station, located at 5610 PTH 9 and 500 Railway Ave (Clandeboye) at no charge for the sole purpose of performing the Work. 2.4.2 It is the Contractor's responsibility to provide suitable equipment capable of top filling. 2.5 Surface Restorations 2.5.1 When Total Performance is not achieved in the year the Contract is commenced; the Contractor shall temporarily repair any Work commenced and not completed to the satisfaction of the Contract Administrator. The Contractor shall maintain the temporary repairs in a safe condition as determined by the Contract Administrator until permanent repairs are completed. The Contractor shall bear all costs associated with temporary repairs and their maintenance. 2.6 Cement Stabilization of Gravel Surface Industrial Roads DESCRIPTION 2.6.1 This specification covers the cement stabilization. Referenced Standard Construction Specifications a) General Instructions b) c) MATERIALS Existing Services, Utilities and Structures Site Requirements 2.6.2 Portland cement shall be Type GU General Use Hydraulic conforming to the requirements of CSA A3001. Cement shall be kept in weather tight storage that will protect it from moisture and contamination, and in such a manner as to permit inspection, sampling and identification, where required. a) Check tests of the cement may be undertaken by a Testing Laboratory designated by the R.M. of St. Andrews, Contract Administrator. Any cement which fails to comply with the requirements of CSA A3001 will be rejected, notwithstanding any 7 certificate of acceptance that may have previously been given. Cement that has been rejected must be removed immediately by the Concrete Supplier. 2.6.3 Water used for mixing shall be clean and free of oil, salt, acid, alkali, sugar, vegetable matter or other substances injurious to the finished product. a) MIX DESIGN Water sources other than the local municipal domestic water supply must be approved by the Contract Administrator. 2.6.4 The Contractor shall provide the Contract Administrator with a mix design statement certifying the constituent materials and mix proportions that will be used in the soil cement stabilization. The Contractor shall also supply reasonable evidence to the Contract Administrator that the mix proportions selected will produce an acceptable stabilized gravel surface. The mix design shall state: a) b) c) d) e) f) The natural moisture content and classification of the soil sampled. The soil shall be classified using ASTM D2487 standard; Atterberg Limits at 0%, 4%, 6% and 8% cement by weight of soil; The optimum moisture content and maximum dry density of soil at 4%, 6% and 8% cement by weight of soil; Portland cement shall account for 100% of total cementitious content; and Determine the unconfined compressive strength at 3, 7 and 28 days for each type/class of soil at cement contents of 4%, 6% and 8% of cement by weight of soil: Minimum compressive strength of 2.0 MPa @ 5 days. 2.6.5 The Contractor shall provide the Contract Administrator with the results of the mix design as per critical stage date. For each project and alternate location, a mix design must be provided. DAYLIGHTING DUTIES 2.6.6 The R.M. shall be responsible to submit and attain underground clearances for utilities through Click Before You Dig Manitoba for safe excavation. 2.6.7 All project and alternate locations that have utilities present shall require daylighting using approved methods issued by utility owners to determine the exact locations and depths. CONSTRUCTION METHOD 2.6.8 The Contractor shall rotomill the top 300mm of surface such that pulverized soil passes 100 percent on a 25mm sieve and 60 percent on a 5mm sieve. 2.6.9 The Contactor shall acquire and blend Duraflex and Portland cement using two bulk tanks that feed to a blend scale tank that incorporates an aeration blending process. The mixing plant shall be approved by the Contract Administrator. a) Blending of Duraflex and Portland cement shall be incidental to the bid items. 8 2.6.10 The Contractor shall apply blended cement uniformly on the pulverized soil such that all the soil receives the minimum percentage of cement by use of a bulk cement drop spreader. a) The bulk cement drop spreader must be able to apply blended cement to within 1% of the targeted loading weight. 2.6.11 The Contractor shall rotomill the applied blended cement to the pulverized soil and make moisture adjustments to meet the soil's optimum moisture content plus additional water content required to ensure hydration of cement. a) Un-pulverized soil lumps in the soil cement mixture immediately behind the mixer that are dry will not be allowed. b) c) d) e) The rotomill shall provide a means of visibly and accurately gauging the water application. The water shall be applied uniformly through a pressure spray bar inside the rotomill head. The rotomill shall in one continuous operation thoroughly moist-mix the soil, cement and water. The rotomill shall spread the soil cement mixture evenly over the width of the machine and leave it in a loose condition ready for immediate compaction. The soil and cement mixture shall not remain undisturbed, after mixing and before compacting, for more than 30 minutes. 2.6.12 The Contractor shall compact the soil cement mixture to no less than 95 percent of the Standard Maximum Density. a) b) c) d) e) f) A sheepsfoot packer, grader and smooth drum roller shall be used to compact the surface and achieve design profiles. When the uncompacted soil cement mixture is wetted by rain so that the average moisture content exceeds the tolerance given at the time of final compaction, the entire section shall be reconstructed in accordance with this specification at the sole expense of the Contractor. The specified optimum moisture content and density shall be determined in the field by the Contractor and reported to the Contract Administrator. Prior to the beginning of compaction, the mixture shall be in a loose condition full depth. The loose material shall then be uniformly compacted to the specified density within 2 hours after the application of the cement. While final grading the road all excess windrow material from private access points shall be removed. At the completion of stabilization process the Contractor shall run a vehicle mounted magnet to pick up any metal objects that have been brought to surface during stabilization process. MEASUREMENT AND PAYMENT 2.6.13 Cement Stabilization of Gravel Surface. a) Payment will be made at the unit price bid per square meter for "Cement Stabilized Gravel Surface" on Form B: Unit Prices per project location. This payment will be full compensation for; i) Mix design; including a minimum collection of two in-situ soil samples and laboratory analysis from each work site. 9 ii) Rotomilling to the designed depth of the surface; iii) iv) v) vi) xi) Acquiring and applying blended cement to the pulverized soil surface; Supplying and attaining water to hydraulic cement with watering truck; Rotomill blended cement, water and gravel base material using rotomill equipment; Pack surface using sheepsfoot and dynamic packer; Perform density testing of stabilized gravel surface; and 2.6.14 Supply of Blended Cement a) Payment will be made at the unit price bid per square meter for "Supply of Blended Cement" on Form B: Unit Prices per project location. This payment will be full compensation for; i) Supply of Portland cement; ii) iii) 3. SAFETY REQUIREMENTS Supply of Duraflex; and Blending of Duraflex and Portland cement.
