The City of North Miami Beach, FL (the "City"), is requesting proposals from qualified firms for Emergency Disaster Debris Monitoring Services. Project work includes Professional disaster debris monitoring and grants management services which can be utilized for debris monitoring services related to natural disasters and emergency events in order to deal with the consequences of major storm events, man-made events, and/or company with the opportunity to provide a proposal for Disaster Debris Monitoring Services and FEMA Grants Management. Scope of Services for Emergency Disaster Debris Monitoring Services 1. Summary This Scope of Work (SOW) provides comprehensive details for soliciting proposals for Emergency Disaster Debris Monitoring Services required by the City of North Miami Beach, FL. The goal of these services is to ensure effective monitoring of debris removal operations following any significant natural disaster or emergency events impacting the city. The contractor shall provide qualified personnel, equipment, and methodologies to assist the City in monitoring debris collection, verifying disposal, and documenting compliance with federal, state, and local regulations. 2. Detailed Specifications The contractor shall furnish all necessary labor, equipment, and materials to facilitate thorough debris monitoring services in compliance with the following specifications and standards: Personnel Requirements: The contractor must provide certified personnel with a proven track record in disaster recovery and debris monitoring. All staff must undergo background checks and training in FEMA disaster recovery programs. At least one certified Project Manager (PM) must be assigned for the duration of the project. Technical Standards: Services must follow FEMA guidelines outlined in the Public Assistance Program and Policy Guide (PAPPG). Monitor contractors shall adhere to state and local environmental regulations, including compliance with the Florida Department of Environmental Protection (FDEP) standards. Data collection methodologies should conform to the National Incident Management System (NIMS) standards. Equipment Requirements: The contractor must utilize GPS-enabled devices for accurate location tracking of debris collection activities. Automated data collection systems should be employed to record debris quantities and types efficiently. Satellite imagery or drone technology should be used, when needed, to assess debris accumulations and verify quantities for reporting purposes. Monitoring and Documentation: Develop and implement a robust monitoring plan that includes daily reports detailing the progress of debris removal activities. Document and categorize different types of debris, ensuring adherence to FEMA specifications. Ensure that all reports include a summary of work performed, total volumes of debris collected, disposal sites used, and photographs as necessary. 3. Service Requirements The contractor shall provide the following services: Pre-Disaster Planning: Participate in emergency preparedness drills and training sessions organized by the City. Provide input to develop debris management plans specific to the City's needs and geography. Post-Disaster Response: Immediately upon activation, deploy qualified personnel to designated field sites to monitor debris operations. Assist City staff in verifying contractor performance and ensure timely completion of debris removal activities. Conduct daily field inspections and real-time monitoring of debris contractors to ensure compliance with operational guidelines. Documentation and Reporting: Provide comprehensive reports including all findings, activities, and data collected throughout the duration of the project. Submit weekly summary reports during active operations and a final project report upon completion. Ensure all documentation is clutter-free, clearly detailed, and submitted in both electronic and physical formats as requested by the City. Communication and Coordination: Establish a communication plan with designated City representatives for coordination of monitoring activities. Participate in coordination meetings with the City's debris removal contractors as necessary. 4. Delivery Requirements The contractor is expected to ensure timely delivery of services and compliance with the following requirements: Service Activation and Response Time: Upon notification by the City, the contractor must mobilize all necessary resources and personnel within 24 hours. The contractor must remain available to respond to emergencies 24/7 until released by the City. Regular Monitoring Activities: Daily monitoring must begin promptly after debris removal activities commence, continuing until the completion of debris operations. All reports must be submitted to the City within 24 hours after the conclusion of each monitoring day. Final Reports and Documentation: A final report detailing the scope of work, services provided, materials monitored, and a summary of all data collected must be submitted no later than 30 days post-debris removal completion. Electronic copies of all documentation and records shall be submitted to the City's designated department in appropriate formats. 5. Key Performance Indicators (KPIs) Performance will be evaluated through the following metrics: Timeliness of service delivery and mobilization. Accuracy and completeness of monitoring reports submitted. Responsiveness to City requests for information and adjustments to monitoring plans. Compliance with FEMA and local regulations throughout the project duration. 6. Conclusion The City of North Miami Beach seeks an experienced contractor capable of delivering high-quality debris monitoring services in an efficient and compliant manner. Question Deadline 08/15/2025 at 3:00 PM ET Any objection to the specifications and requirements as set forth in this Proposal must be filed in writing with the Chief Procurement Officer by the deadline for Questions posted online. If any person contemplating submitting a Proposal for this contract is in doubt as to the true meaning of the specifications or other Proposal documents or any part thereof, he/she may submit to the Chief Procurement Officer on or before the date and time stated herein, a request for clarification.
