The San Bernardino County Community Development and Housing Department (County), is seeking Proposals from interested and qualified firms or individuals to provide project management services to advance complex shelter and specialized housing projects with a variety of affordable housing financing sources from conception through completion. The consultant will focus specifically on shelter development, permanent supportive housing, and integrated housing campus development projects within San Bernardino County. B. All Proposers must register with the ePro system prior to the date and time to submit the proposal or they will be disqualified. C. Reserved D. Contract Term Services to be provided under this Request for Proposals (RFP) are outlined under Section V, Scope of Work. The contract period will be for a maximum of one year beginning upon contract execution, with the option to extend upon mutual agreement of the County and the consultant for a total contract term not to exceed five years SCOPE OF WORK A. BACKGROUND INFORMATION The County's Department of Community Development and Housing (CDH) is responsible for addressing housing needs and fostering community development throughout San Bernardino County. CDH administers a diverse portfolio of federal, state, and local funding sources to: _ Develop affordable housing opportunities across the housing continuum _ Improve neighborhood conditions in underserved communities _ Promote economic development in both urban and rural areas _ Implement innovative housing solutions for vulnerable populations CDH's target populations include individuals experiencing homelessness, seniors, veterans, transition age youth, and low-income families. The department collaborates extensively with nonprofit organizations, developers, and other government agencies to advance the County's strategic vision for reducing homelessness through a comprehensive approach including emergency shelters, transitional housing, permanent supportive housing, and integrated housing campuses. Mission: To help families and individuals stabilize and thrive by supporting private and public affordable housing providers with the development and financing of high-quality affordable housing in San Bernardino County. PROJECT DESCRIPTION CDH is soliciting proposals for consulting services to provide professional financial analysis and advisory services to assist with advancing complex shelter and specialized housing projects with a variety of affordable housing financing sources from conception through completion. Proposer(s) should have experience with providing services in California associated with public entities and affordable housing developers and expertise in financial structuring, stakeholder coordination, regulatory navigation, and project implementation. The services will focus on emergency shelter development, permanent supportive housing, and integrated housing campus models that incorporate multiple services to support resident stability and self-sufficiency. It is expected that 30-35 hours per week of services will be needed. 1. The consultant(s) will provide analytical and project management services. Services may include, but are not limited to the following: a. Project Management i. Lead multifaceted housing development projects from site identification through occupancy ii. iii. Conduct comprehensive financial feasibility analyses for various housing typologies Navigate and expedite governmental approvals at local, state, and federal levels iv. Design and implement effective community engagement strategies v. Coordinate due diligence activities across multiple stakeholders vi. Develop and execute critical path schedules for all project phases vii. Manage construction oversight including progress monitoring and budget compliance viii. Facilitate service provider coordination to ensure appropriate supportive services ix. Develop operational policies and procedures for specialized housing programs x. Prepare regular progress reports for County leadership and stakeholders b. Financial Structuring i. ii. iii. Create sophisticated financial models for various housing project types Determine optimal financing sources and structures to maximize project viability Assess competitiveness for local, state, and federal funding opportunities iv. Identify regulatory issues and develop strategic mitigation approaches v. Prepare alternative financial scenarios to accommodate changing market conditions vi. Review funding applications for accuracy, consistency, and competitiveness vii. Respond to lender/investor inquiries with detailed, timely information viii. Structure sustainable operational models for various housing typologies ix. Leverage innovative funding mechanisms including LIHTC, bonds, HOME, CDBG, MHSA, and specialized homeless funding streams c. Financial Analysis and Underwriting i. Analyze organizational financial statements and project pro formas ii. iii. Identify operational trends and potential financial vulnerabilities Conduct risk assessments and develop mitigation strategies iv. Formulate appropriate funding conditions that protect County interests v. Evaluate long-term financial sustainability of housing projects vi. Determine appropriate levels of County financial participation vii. Structure loan terms to ensure program compliance and financial viability viii. Perform sensitivity analyses to test financial resilience under various scenarios d. Strategic Initiatives i. ii. iii. Contribute to policy development regarding homeless housing solutions Identify emerging funding opportunities and program innovations Develop templates and best practices for specialized housing models iv. Analyze market and demographic trends to inform housing strategies
