A. Purpose The San Bernardino County Project & Facilities Management Department, hereafter referred to as the "County", is seeking Proposals from interested and qualified Proposers to provide quality, professional workmanship in custodial services at two (2) locations in San Bernardino County. B. Proposals will not be accepted by email or facsimile. Proposals must be submitted electronically through the County Electronic Procurement Network (ePro), or via hard copy with original signature submitted to the address indicated above. All Proposers must register with the ePro system prior to the date and time to submit the proposal or they will be disqualified. C. Budget The County estimates a budget of between $120,000 and $200,000 for completion of this work. D. Contract Term Services to be provided under this Request for Proposals (RFP) are outlined under Section V, Scope of Work. The Contract period will be for a maximum of 1 year and 2 months beginning on September 1, 2025 and ending on October 31, 2026. E. Location of Services Location(s) where Services are to be provided, completed and managed are as shown in Attachment E - Locations/Cost. TBACKGROUND INFORMATION The San Bernardino County Project & Facilities Management Department (PFMD) is requesting Proposals for services to provide quality, professional custodial services at two (2) County-owned locations (Attachment E). The County shall supply to the Contractor light, power, and water for the cleaning of the facilities. The County shall provide lockable spaces for Contractor supplies and equipment. The County shall not be responsible for the Contractor supplies, materials or personal belongings that may be damaged, lost or stolen. The County shall provide designated spaces, bins, cans or locations where the Contractor shall deposit trash. Disposal of trash from these designated locations shall be the responsibility of the County. All trash generated on-site shall remain the property of the County. B. PROJECT DESCRIPTION Contractor Shall: 1. As set forth in this RFP and at the Contractor's expense, provide all labor, materials, supplies (including feminine products, chemicals, equipment, plastic liners, paper towels, two-ply toilet tissue only, automatic air freshener and batteries) necessary to maintain the facilities in a clean and sanitary condition in accordance with the County standards, conditions and methods as set forth herein. The County shall have the right to approve or reject the cleaning methods, materials, supplies and equipment to be used by the Contractor. All equipment shall be of good commercial quality and meet CAL-OSHA safety requirements, and shall be subject to the approval of the County. County may inspect all supplies and equipment furnished by the Contractor and require that inferior supplies be replaced to the satisfaction of the County. 2. During any State of Emergency or pandemic, Contractor shall follow all state and local laws and policies regarding use of face coverings and personal protective equipment (PPE). 3. Comply with the requirements of SB 1383. 4. Provide Safety Data Sheets (SDS) to the Facilities Management Custodial Services Chief for all products used by the Contractor. 5. Meet all governmental, safety and other regulatory requirements as they pertain to providing these services. 6. Maintain all records and books pertaining to the delivery of services under this agreement and demonstrate accountability for Contract performance. County shall have the right upon reasonable notice and at reasonable hours of business to examine and inspect such records and books. 7. Maintain fiscal records which shall be kept in accordance with Generally Accepted Accounting Principles and must account for all funds, tangible assets, revenue, and expenditures. Fiscal records must also comply with the appropriate Office of Management and Budget (OMB) Circulars that state the administrative requirements, cost principles and other standards for accountancy8. Comply with all Contract requirements, including but not limited to those requirements related to keeping records. Failure to maintain acceptable records per the preceding requirements will be considered grounds for withholding of payments for billings submitted and for termination of the Contract. 9. Notify designated County staff, via fax or telephone, fifteen days preceding any change in address. Contractor shall follow-up with written notification within three (3) days of change. 10. Designate its own full-time employee as a Contract Representative. Such designation shall be in writing and provided to the County. Contractor Contract Representative and an approved alternate shall be available locally Monday through Friday and available by pager for telephone contact twenty four (24) hours a day, Monday through Sunday, including all holidays. This Contract Representative shall provide overall management and coordination of the Contract on the Contractor's behalf, shall act as the central point of contact with the County, and have access to technical assistance at all times. 11. If so requested by County, Contractor shall provide additional service in any State of Emergency or pandemic that arises during the Contract term. Services as more fully set forth below in Section V.C regarding "State of Emergency Services or Pandemic". Upon request by the County, Contractor shall provide a written estimate for the cost of any additional work to be performed. Said estimate shall include the cost for all labor, supplies, material, taxes, insurance and any other costs required to perform the work. Such services shall be provided only upon written authorization by the County. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
