Two-Phase Design-Build Acquisition for Modernization and Expansion of Central Utility Plant This requirement will be procured on a full and open competition basis utilizing FAR Subpart 36.3, Two-phase design-build selection procedures and will result in the award of an Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract. The applicable NAICS code is 236220 - Commercial and Institutional Building Construction, with a small business size standard of $45 million. The ordering period for the IDIQ contract is anticipated to be up to 10 years, consisting of a 4-year base period and two 3-year option periods. The total estimated cost for the IDIQ contract is between $500,000,000 and $600,000,000. The Government intends to issue the Phase One solicitation on or about 9/18/2025. The current project schedule anticipates award of the IDIQ contract and award of the first task order on or about 4/19/2026. however, that is subject to change. THIS IS NOT A REQUEST FOR PROPOSAL AT THIS TIME. NIST may provide a monetary stipend to offerors that submitted Phase One proposals and are subsequently invited by the contracting officer to submit Phase Two proposals. The U.S. Department of Commerce, National Institute of Standards and Technology, Office of Facilities and Property Management requires a contractor to provide two-phase design-build services for the Central Utility Plant (CUP) on the NIST campus in Gaithersburg, Maryland. This acquisition will support the design and construction, including renovation, expansion, and modernization, of the CUP. The CUP provides crucial utility services to NIST's Gaithersburg, Maryland campus.
