The purpose of this Request for Qualifications (RFQ) is to solicit proposals from solar photovoltaic (PV) developers and installers (Contractors) that offer solar PV and battery energy storage system installations and enabling upgrade work.The Philadelphia Green Capital Corp. (PGCC) and Philadelphia Energy Authority (PEA) (collectively, the Program Team) seek contractors for participation in Solarize Greater Philadelphia (Solarize), a program to help homeowners in Southeastern Pennsylvania (Bucks, Chester, Delaware, Montgomery, and Philadelphia Counties) go solar. Additionally, contractors are encouraged to submit qualifications to support Solar For All (SFA), which provides subsidies to low- and moderate income (LMI) residential solar customers. The Program Team expects to select Contractors with this RFQ for an initial contract term from September 2025 through December 2026, with the option to renew for three additional one-year terms. Questions: All questions regarding Solarize, SFA, this RFQ, and the Response Form must be submitted using the RFQ Question Form. Any issues can be emailed to solarize@philaenergy.org. Responses to questions received before 5 p.m. on Wednesday, July 9, 2025 will be emailed to all Respondents who have submitted questions. In addition, responses will be posted on the the PEA website . Contractors responding to this RFQ are urged to check the website for responses to such questions. All responses will be issued by 5pm on July 11, 2025. Oral responses by any PEA or PGCC employee or agent of PEA or PGCC are not binding and shall not in any way be considered as a commitment by PEA.
