Site work and new construction of a municipal facility in Westport, Washington. Conceptual plans call for the construction of a municipal facility; and for site work for a municipal facility.

The City of Westport ("City") is seeking Statements of Qualifications from architectural and engineering firms for the redevelopment of a municipal facility at 801 N. Montesano Street. This project involves converting a portion of the first floor (formerly a doctor's office) into a police station, while leaving the existing rehab center and clinic on the first floor unchanged. It also includes planning and finishing the second floor for future expansion of City services, and completing the third floor as new City Hall offices, Council Chambers, and a Municipal Courtroom. The City's goal is to create functional, code-compliant spaces that efficiently accommodate public needs and meet all standards for law enforcement, court, and municipal administrative functions. The consultant selection will follow the Qualifications-Based Selection process per Chapter 39.80 RCW, focusing on firm qualifications and experience (cost proposals are not considered at the RFQ stage). The project will be executed in phases, with this RFQ focusing on Phase I - Predesign services. Phase I will include comprehensive pre-design and planning tasks to define project requirements and explore design options. Subsequent phases (final design, bidding support, and construction administration) may be negotiated with the selected firm at the City's discretion, in accordance with RCW 39.80. The scope of services for Phase I The predesign phase is expected to take approximately 30-60 days from contract execution. The City's target is to complete Phase I and deliver the Predesign Report (with recommendations) by November 30, 2025 (contingent on contract start date and project complexity) Phase I Completion (Predesign Report): By end of November 2025 (target date for delivering Phase I report and recommendations) The City of Westport reserves the right to reject any and all submissions and to waive any informalities or irregularities in the RFQ process. This RFQ may be canceled by the City at any time if it is determined to be in the City's best interest to do so. The issuance of this RFQ does not guarantee that the City will award a contract or proceed with the project as described. Phase I Predesign Begins: Fall 2025 (upon contract execution, anticipated late September or early October 2025). Evaluation Period: Late August 2025 - The City's selection committee will review the submitted qualifications. Interviews (if deemed necessary) may be conducted with top-ranked firms in early September 2025. Question Deadline 08/05/2025 at 5:00 PM PT Prospective responders may submit questions via email (see contact below). If necessary, the City will issue an addendum to answer substantive questions.All questions regarding this RFQ must be submitted via email to the City Administrator at ca@ci.westport.wa.us Electronic Submission: Email a PDF copy of the SOQ to clerk@ci.westport.wa.us with the subject line: “RFQ – 801 Montesano Redevelopment”. The PDF file size should be kept reasonable (under 20 MB) to ensure it is received. You should receive an email confirmation from the City upon successful receipt of your submission. o Hard Copy Submission: Submit three (3) printed copies of the SOQ. Each copy should be bound or stapled and enclosed in a sealed envelope clearly labeled “RFQ – Municipal Facility Redevelopment (801 N. Montesano Street)” along with the firm’s name. Hard copy submissions must be delivered to the following address: City of Westport – City Clerk 801 N. Montesano Street (City Hall, physical address) P.O. Box 505 (mailing address) Westport, WA 98595 Office hours for delivery are Monday–Friday, 8:30 AM to 5:00 PM (except holidays). It is the proposer’s responsibility to ensure that the submission is delivered by the deadline. Late deliveries (including mail delays) will not be accepted. The method of Contractor Selection has not been Determined at this time.
