This project will include fixing and improving the existing lift station to keep wastewater services working properly for the community. It will also upgrade the electrical system to make sure it is safe and reliable. An optional part of the project includes adding a fence around the site to help protect the equipment and keep the area secure. The Owner will award the contract to the lowest responsible bidder or to the bidder who provides goods or services at the best value for the Owner. Such considerations may include multiple awards from one solicitation. A bid bond in the amount of 5 percent of the bid issued by an acceptable surety shall be submitted with each bid [for those contracts that exceed $100,000]. A certified check or bank draft payable to the City of Seagraves or negotiable U.S. Government Bonds (as par value) may be submitted in lieu of the Bid Bond. Bids are invited for several items and quantities of work as follows: 1. Lift Station Refurbishment 2. Electrical System Refurbishment 3. Alternate-Installation of Fence ,Minority Business Enterprises, Small Business Enterprises, Women Business Enterprises, and Historically Underutilized Business firms are encouraged to submit bids. The project to be constructed will be financed with assistance from the Texas Department of Agriculture (TDA) under the U.S. Department of Housing and Urban Development Community Development Block Grant (CDBG) program and is subject to all applicable Federal and State laws and regulations. Attention is called to the fact that not less than the federally determined prevailing (Davis-Bacon and Related Acts) wage rate, as issued by the Texas Department of Agriculture Office of Rural Affairs and contained in the contract documents, must be paid on this project. In addition, the successful bidder must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex, sexual identity, gender identity, or national origin. Further, this contract must comply with Buy America Build America (BABA) requirements. The City of Seagraves reserves the right to reject any or all bids or to waive any informalities in the bidding. Bids may be held by City of Seagraves for a period not to exceed 60 days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidder's qualifications prior to the contract award.
