The City of Topeka (City) is requesting proposals for inspection services for SE 29th Street: SE Adams Street to S. Kansas Avenue (the Project). The services include providing inspection services for the construction of SE 29th- Kansas to Adams, from start to finish. Question Deadline 08/08/2025 at 3:30 AM CT The one exception is the inspection of the RCB for Butcher Creek is to be inspected by the City of Topeka and will not be included in the contract awarded. The full scope of the project may be seen in the plans which can be found in the construction project's attachments on the bid portal. In summary the inspection services will include backfill of waterline, sanitary sewer installation, storm sewer installations, full depth reconstruction, mill & overlay, remove & replace curb & gutter, traffic control, material testing, traffic signals, coordination with railroad, and general on-site project management. There are two substantial completion dates for construction. The first being in late winter/spring of 2026 and the second being fall of 2026. Final completion for construction is scheduled for December 2026. Inspection services shall ensure that all work shall be performed to the City of Topeka Specifications and the Project Documents. Background Information Finney & Turnipseed designed the project and created the construction documents. The design of this project started with just replacing the RCB for Butcher Creek. It was identified that realignment of 29th was required to meet design criteria. After coordination with City Utilities, it was determined that waterline, sanitary, & storm sewer replacements would be required as well. It is also anticipated that the Butcher Creek Bridge (RFB) will not be able to get construction till 2026 due to scheduling, so that would extend the closure of 29th. The phasing plan was changed to construct the water and sanitary under traffic and to close SE 29th for the RCB and reconstruction areas of the road. There will be another full closure required at 29th & Adams for additional waterline work. The current project manager for this project is Joe Harrington. The utility managers are Zach Stueve, Duncan Theuri, and Samuel Ramirez. The method of Contractor Selection has not been Determined at this time.
