The scope of work involves mechanical dredging services under an Indefinite Delivery/Indefinite Quantity (IDIQ) contract administered by the U.S. Army Corps of Engineers, Rock Island District. The contract spans five one-year ordering periods from January 1, 2026, to December 31, 2030, and covers maintenance dredging operations across the Mississippi River Basin, including the St. Louis, Rock Island, and St. Paul Districts, as well as portions of the St. Croix, Black, and Minnesota Rivers. Contractors are required to perform mechanical dredging to maintain authorized depths in federal navigation channels and small boat harbors, achieving production rates of at least 2,000 cubic yards per day or 10,000 cubic yards per week. Dredged material must be transported up to 12 river miles and placed at designated government-furnished sites, which may include upland, bankline, or thalweg locations. Upland sites may require additional earthwork, grading, seeding, and environmental controls to meet state water quality standards. Work includes site preparation, dredging, relocation of navigation aids, transportation and placement of dredged material, and site restoration. Hydraulic dredging is prohibited. Contractors must furnish all necessary labor, equipment, materials, and incidentals, and coordinate with Lockmasters and maritime users to minimize impacts on navigation and utilities. The contract includes detailed requirements for safety, environmental protection, coordination with other contractors and agencies, and compliance with federal, state, and local regulations. Contractors must comply with Davis-Bacon Act wage determinations, submit pre- and post-construction condition surveys, and use the Resident Management System (RMS) for contract administration. Payment is based on firm-fixed unit prices categorized by transport distance, standby time, mobilization/demobilization, and dredging type, with quantities measured by government-conducted bathymetric surveys.
