Completed plans call for the demolition of a military facility; for the construction of a military facility; for site work for a military facility; sidewalk / parking lot; for outdoor lighting for a sidewalk / parking lot; and for paving for a sidewalk / parking lot.

Bidders are invited to submit bids for General Contract (all trades) as described in this Document in accordance with the Instructions to Bidders. The Salvation Army will construct the demolition of the Veterans Center located at 416 NE Jefferson Street in Peoria, Illinois; the construction of its new two-story Men's Shelter facility in its place; the demolition of its existing Men's Shelter facility located at 412 NE Jefferson Street in Peoria; the construction of a new asphalt parking lot on the site where the existing Men's Shelter stood, extending to other portions of the western 60% of the Salvation Army's overall one-block site; and the installation of site fencing and lighting. The new Men's Shelter will be located on the South corner of the intersection of NE Jefferson Ave. and Bryan Street on the 400 block between Spalding Ave and Bryan Streets, Peoria, IL. Bid security, in the form of a certified check payable to the Owner, shall be submitted with each bid in the amount of 5 percent of the bid amount. No bids may be withdrawn for a period of 30 days after opening of bids. A Performance Bond, separate Labor and Material Payment Bond, and Insurance in a form acceptable to Owner will be required of the successful Bidder. This project is funded in whole or in part with grant funds from the Community Development Block Grant (CDBG) program. Attention is called to the fact that 1) not less than the Federal prevailing wages as set forth in the Contract Documents must be paid on this project; 2) The work to be performed under this contract is subject to the requirements of Section 3, 24 CFR Part 75; and 3) The Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, colour, religion, sex, or national origin. Bidders must be properly licensed under the laws governing their respective trades and be able to obtain insurance and bonds required for the Work. Bidders must not be excluded from participating in any federal assistance program [24 CFR 85, Subpart C 85.35; 2 CFR 200.214]. Bids may be held by the Owner for a period not to exceed 30 days from the date of the opening of Bids for the purpose of reviewing the Bids and investigating the qualifications of Bidders, prior to awarding of the Contract. The Owner reserves the right to reject any or all Bids or to waive any informalities in the bidding.
