The City of Sierra Vista, acting as the fiscal agent, is soliciting proposals to provide ON-CALL GROUNDWATER MODELING SERVICES for the San Pedro Riparian National Conservation Area MOU Adaptive Management Committee ("AMC") and Cochise Conservation and Recharge Network ("CCRN") for a contract term of One (1) year with the option to renew for four (4) additional one-year terms, not to exceed five total contract years. The City may award an on-call contract to up to three (3) consultants. Services under this RFP may be federal grant funded, therefore the documentation included in this RFP complies with federal procurement regulations and the successful individual/company is expected to agree to comply with all federal regulations as described in this RFP. All questions related to solicitation shall be submitted in writing through online. The City may reject any proposal not in compliance with all of the prescribed solicitation procedures and requirements contained herein. The City also reserves the right to cancel the solicitation when cancellation is in the best interest of the City. 3.1. Proposal Format The RFP will describe the proper format for your proposal response. Failure to complete all required forms and signatures, as requested, will result in the RFP being rejected as non-responsive. Unsigned proposals will be considered non-responsive and will be rejected. In the case of error in the extension of prices in the proposal, the unit price will govern. No proposal shall be altered, amended or withdrawn after the specified RFP closing date and time. It is the responsibility of the Proposer to examine the entire request for proposal package and seek clarification for any item, service or requirement that may not be clear. It is the responsibility of the Proposer to check the Proposer responses for accuracy before submitting a proposal. The proposal shall be valid for one hundred twenty (120) days from the date it is submitted. 3.10. Rejection of Proposals The City reserves the right to waive technical defects, discrepancies and minor irregularities in a Proposal. The City reserves the right to re-seal any Proposal that was opened prematurely; the City has determined this event as a minor irregularity. The City reserves the right to award any alternatives set forth in the RFP documents at its sole discretion. Proposals may be rejected if there are any alterations to the required forms, additions not called for, conditional proposals, incomplete proposals, or irregularities of any kind. The City reserves the right to reject any Proposal not in compliance with the RFP documents, or prescribed public proposal procedures and requirements. Written notice of rejection of all proposals shall be sent to all Proposers. ALL UNSIGNED PROPOSALS SHALL BE REJECTED. 3.11. Collusion Upon evidence that collusion exists among Proposers, none of the Proposals of participants in such collusion will be considered. All involved Proposals shall be rejected. Proposals in which prices are unbalanced may be rejected. The Proposer will be required to electronically acknowledge the STATEMENT OF NON-COLLUSION in the eProcurement portal. 3.12. Selection Process The City intends to select the Proposer who can provide the best value and highest quality product and service at a reasonable price. Proposers must meet the requirements under this proposal and demonstrate the necessary experience and quality to deliver the product on time and within budget. If it is determined to be in the best interest of the City, an interview may be scheduled with any or all Proposers. The Evaluation Committee may ask additional questions related to the proposal and the nature of the services requested. The City will schedule the time with the Proposer and the interview will be conducted via teleconferencing. Each evaluator shall independently assign a score to each evaluation criterion based on the written proposals and additional details obtained during the interview. Criteria scores will be summed and the award will then be given to the highest scoring proposal. 4.2. Scope of Work The City is seeking qualified firms to provide On-Call Groundwater Modeling services on an as-needed basis. The scope of work for the on-call projects may include additional model development and calibration efforts within the Upper San Pedro River Basin, running various infrastructure project and water management scenarios, and other miscellaneous services as listed in the Scope of Work below. Groundwater Modeling Services: Firms must have the ability to study and analyze groundwater and surfacewater interactions at site, local and/or regional scales, using established groundwater models such as the USGS MODFLOW program, and integrated groundwater/surfacewater models such as MIKESHE. Obtaining any applicable licenses for this modeling work is the responsibility of the Contractor. Additional services under this category include forecasting the groundwater impacts/benefits of proposed effluent recharge and discharge facilities, and/or stormwater recharge facilities; development of various groundwater pumping scenarios, and estimation of the hydrologic conditions within the Upper San Pedro River Basin, and/or the U.S. Bureau of Land Management's San Pedro Riparian National Conservation Area in response to such projects and management actions. In addition, the influences of extended drought, vegetation change, future withdrawals, and other factors may also be included in scenarios. The firm will perform modeling studies as needed, to support facility permit applications, specifically for stormwater and effluent recharge facilities. This may include NEPA, APP, AZPDES, or others. Permit application will be the responsibility of other consultants, working under other contracts, however, the supporting modeling required for such permits would fall under this contract. The firm may be required to abide by Minority and Disadvantaged Business Enterprise practices during the term of the contract for federally funded projects.
