The Contractor shall furnish all necessary labor, materials, equipment, supplies, transportation, supervision, etc., in order to perform all elements of the work identified in the Specifications and Drawings, in accordance with the clauses, attachments, and other terms and conditions set forth herein for the Uninterrupted Power Supply (UPS) Modifications at the Western Regional Research Center (WRRC), located in Albany, California. The Period of Performance is 120 days from the issuance of the Notice to Proceed. This is a Total Small Business Set Aside procurement. The NAICS Code is 238210 - Electrical Contractors and Other Wiring Installation Contractors, with a size standard of $19 Million. The Product Service Code is Z1DB - Maintenance of Laboratories and Clinics. Bonding Requirements include a Bid Bond at the time of proposal submission. Performance and Payment Bonds will be required 15 days after award. The Contractor shall provide all professional services necessary for the accomplishment of the contract project and such required services shall be in accordance with requirements as described herein. a. This is a Small Business Set Aside procurement. The project site is in the attic of the main building of the Western Regional Research Service located at 800 Buchanan Street, Albany, CA, 94710. The Facility houses the Food Safety Inspection Service (FSIS) Western Laboratory, which conducts testing of food critical to the safety of the nation's food supply. The UPS provides emergency power to both ARS and FSIS equipment in the event of a power outage. In its current state, it does not function properly and fails to reinstate normal power when the outage concludes. When this happens during overnight hours or weekends, and personnel are not immediately available to manually switch to normal power, the batteries drain, and critical equipment shuts down. This is particularly problematic for FSIS, as critical food safety related test data fails to be transmitted. Further, the current UPS configuration violates electrical code and does not make the most efficient use of available backup power.
