Description of Facility The Department of Corrections (DOC) manages 24 parcels on McNeil Island, encompassing various facilities and structures. The facilities and structures include but are not limited to the Department of Social and Health Services (DSHS) Special Commitment Center (SCC), water reservoirs, biosolid application sites, marine infrastructure, and the DOC cold closed McNeil Island Corrections Center (MICC). These properties are subject to regulations which include drinking water, wastewater, stormwater, solid waste, hazardous waste, and state historical and cultural resources. Scope of Work This Request for Qualifications is for the purpose of selecting an Architectural or Engineering firm to complete a Comprehensive Evaluation Study for the Parcel Analysis Project located at McNeil Island, WA. This scope of work only includes the study and parcel analysis. With the age of the island's infrastructure and change in use, many facilities and structures are now defunct and may require decommissioning or removal. Other facilities and structures may need to be preserved due to the operational or historical value. All facilities and structures need to be evaluated to determine the best course of action and meet state and federal requirements and regulations. Addressing these issues is a priority to ensure environmental compliance, public safety, and the proper management of state assets. The state reserves the right to continue with the consultant selected or has the option to conduct a new consultant selection process for future services for this project beyond those services advertised above. The state also reserves the right to terminate negotiations with the successful most-highly qualified firm if mutual agreement is unachievable. The state may at its discretion enter into negotiations with the next highly qualified firm determined as a result of this selection process; or conduct a new selection process for the procurement of services necessary to complete this project. Level of effort and relative fees will be negotiated using the OFM Guidelines for Determining Architect/Engineer Fees for Public Works Building Projects following selection of the most-highly qualified firm. The method of Contractor Selection has not been Determined at this time.
