furnishing the necessary labor, materials, equipment, tools, and guarantees thereof to construct the Public Works Maintenance Building and Site Improvements. Work under this Contract includes construction of a Public Works building with 6,000 square feet of floor area, vehicle wash bay, and covered storage area at 16401 SE 251st Street. Site work includes clearing and grading, stormwater, water, sewer, electrical utilities, asphalt paving, fencing, and landscaping. Work also includes frontage improvements along SE 251st including cement concrete curbs and gutters, cement concrete sidewalks, landscaping, channelization, traffic control and other related work items. The Work shall be physically complete within 220 working days after the commencement date stated in the Notice to Proceed. Contract questions shall be directed only to the office of the Project Engineer. If any Bidder desires interpretation or clarification of the Contract Provisions and Contract Plans, the Bidder shall make a written request to the Engineer for such clarification or interpretation prior to the submission of a Proposal. Proposals are to be submitted only on the forms provided with the Bid Documents. All Proposals must be accompanied by a certified check, postal money order, cashiers check, or Proposal bond payable to the "City of Covington" and in an amount of not less than five percent (5%) of the total Proposal amount. Financing of the Project has been provided by City of Covington, Washington. The City of Covington expressly reserves the right to reject any or all Proposals and to waive minor irregularities or informalities in any Proposal. *The value for this project is based on a financial range.
