DEMO, PREPARE AND CONSTRUCT the Youth Center Kitchen Remodel ACCORDING TO PLAN AND PLAN SPECIFICATIONS IN EXHIBIT A & C The Contractor is Aware that time is of the essence and shall have the ability to start construction, have all submittals approved and have all equipment ordered by November 10th, 2026 The Contracting Agency is the Swinomish Tribal Community (SITC) and its officers and employees, particularly the Planning and Community Development Department and the Construction Division who are responsible for the administration of the contract. The Construction Division seeks qualifications for professional firms for structural engineering services and final build plans as outlined in the scope of work below. Proposals received after the time stated above will not be considered. Any questions for the project can be directed to the following person identified above or to Gary Nelson at swinconstruction@swinomish.nsn.us and must be received no later than 4:00PM on 9/22/2026. Selection of firm(s) will follow the submittal-interview process. From a review of the statements of qualification received, the Swinomish Tribe intends to evaluate the proposals and possibly invite one or more firms to be interviewed before making a final selection of a firm for this project. The purpose of interviews would be to allow the applicants to present its qualifications, past performance, project approach, cost containment strategies, schedule, warranties, and general plan for managing the work. It will also provide an opportunity for the selection committee to seek clarification of the applicant's proposal. The Construction Division will notify firms of the date and time of the interview. After the initial evaluation of the statements of qualifications, Respondents will be notified of their status in the selection process. Respondents who are "short-listed" should expect and anticipate subsequent interviews which will most likely focus not only on the Respondent's approach, but on an appraisal of the persons who would be directly involved in the Project. The Professional Firm submitting Qualifications pursuant to this RFQ shall be required to commit to the execution of Youth Center Kitchen Remodel contract for the Design/Engineering work within twenty (20) days of award notification. Upon determination of award by the Construction Department, the assigned PM will take action to award the contract, dependent upon verification of ability to perform, submittal of any/all required insurance and bonding documents, and other documents as required and identified in the RFQ, Plans and addendum(s). The Project will take no more than 60 business days from NTP. SCOPE OF WORK: 1. Create an intuitive design for the Youth Center Kitchen with the expanded footprint to include adequate counter space, walk-in fridge/freezer, commercial dishwasher, and pantries. 2. Take the lead in needed permitting for a construction ready project. 3. Provide a SOV and specifications to support design and construction. This will include bid documents and construction estimate 4. Provide engineering support and inspection during Bidding and Construction 5. Participate in regular project meetings. The method of Contractor Selection has not been Determined at this time.
