The Nolensville/College Grove Utility District, as Owner and Awarding Authority, requests Submittals from General Contractors to identify Contractors qualified to submit a forthcoming proposal for an Indefinite Delivery / Indefinite Quantity (ID/IQ) Contract consisting of the installation of approximately sixty-three hundred (6,300) 3/4 water meter assemblies to be retrofitted on existing service lines feeding residential and commercial irrigation systems inside the Districts service area. The Districts objective is to separately meter water supplied for irrigation which now passes through the customers existing single meter. At each location the Contractor will be required to cut-in a shut off valve and tee on an existing water service line, reconnect the service line to the existing meter, then install a new irrigation meter assembly adjacent to the existing meter assembly. The new irrigation meter will be connected to the private irrigation system by others. The work will be performed under a Master Agreement via individual Task Orders defining the actual location, contract time, and scope of work, as well as the item quantities included in each Task Order. The forthcoming ID/IQ Contract is anticipated to have a contract time of five years and will provide for two (2) one-year extensions. The value of the Contract is anticipated to be in excess of $1,000,000 per year. Work under the Contract is anticipated to commence during November 2025 The general description of work to be performed under the Task Orders which will be issued under the Indefinite Delivery /Indefinite Quantity Contract includes: Installation of a new 3/4 meter assembly dedicated to supplying the homeowners irrigation system, fed by the Districts existing service line feeding the existing meter, at a total of approximately 6,300 locations over the entire life of the ID/IQ agreement. Note that the new irrigation meter will be connected to the private irrigation system by others. The installations will be performed subdivision-by-subdivision. Individual Task Orders will be issued for work inside a named subdivision, one subdivision at a time. A typical subdivision includes approximately 400 metered locations to be retrofitted with the proposed irrigation meter assemblies. The work will disturb the homeowners lawn, and the Contractor will be required to restore the disturbed areas to their original condition. The subdivisions are geographically located inside the corporate limits of Brentwood and Nolensville, TN. Some are gated communities. Restoration of disturbed areas to their prior condition will be paramount. Once qualified, the general contractor will have an opportunity to submit a bid for the ID/IQ contract. Included in the ID/IQ Contract will be a bid proposal for Task Order 1. The scope of Task Order 1 will likely include the installation of approximately 460 irrigation meters inside the Governors Club Subdivision. . The Owner reserves the right to waive any technical errors in Pre-Qualification Application if the interest of the Owner appears to be promoted thereby. Each prospective General Contractor will be notified via e-mail of the results of the pre-qualification, no later than September 26, 2025
