Demolition and site work for a mixed-use development in Nolensville, Tennessee. Working plans call for the demolition of a 13,000-square-foot, one-story above grade playground / park / athletic field; and 665-square-foot, one-story above grade playground / park / athletic field.

To be given consideration requests must be received at least five (5) business days prior to the date fixed for the opening of bids Sealed bids are being accepted for a contract involving the removal and disposal of asbestos-containing asphalt and associated surface coating from a tennis court area of approximately 13,000 square feet. An additive bid is requested for the demolition, removal, and disposal of approximately 181 linear feet of existing concrete sidewalk and an existing pool restroom building containing approximately 665 square feet. The project site is located at 1413 Bluegrass Road, Nolensville, Tennessee. Bids must be submitted in a sealed envelope, addressed to Montique Luster, Town Recorder, and clearly marked "Greystone Park - Demolition of Tennis Courts, Pool Building, and Sidewalk." Bids must be prepared and submitted in accordance with these provisions; irregular bids or bids not adhering to these requirements will be considered non-responsive. Late, faxed, or emailed bids will not be accepted. The Town of Nolensville reserves the right to reject any or all bids. Questions about the bid process should be directed to Chuck Downham, Assistant Town Manager. Terracon Consultants, Inc. (Terracon) performed limited asbestos sampling conducted on August 1, 2025, at the tennis courts located at 1413 Bluegrass Road. Terracon collected five (5) bulk samples and submitted to Moody Labs, LLC, for analysis. Based on the analytical results of samples collected, asbestos was identified in the Tennis Court asphalt and associated surface coating. The material is considered by EPA to be Category I non-friable ACM. The material was observed in poor condition. A copy of the Limited Asbestos Sampling Report is available as part of the Invitation to Bid as a separate attachment. Terracon also performed an asbestos survey conducted on August 18, 2025, at the restroom building scheduled for demolition located at 1413 Bluegrass Road in Nolensville, Tennessee. Sampling included the building interior and exterior. Interior finishes included cinderblock walls, concrete floors, and wood ceilings. The exterior consists of cinderblock covered with vinyl siding and a pitched asphalt shingle roof with wood decking. Terracon collected twelve (12) bulk samples from suspect ACM associated with the restroom building that were analyzed by Moody Labs, LLC. Based on the results of laboratory analysis, asbestos was not identified in the samples collected from the restroom building. A copy of the Limited Asbestos Sampling Report is available as part of the Invitation to Bid as a separate attachment. 2.1 Tennis Courts The abatement contractor shall provide all labor, equipment, and materials, and perform all work necessary for the completion of demolition work located at 1413 Bluegrass Road, Nolensville, Tennessee, as described below: 1. A Tennessee-accredited asbestos abatement contractor will perform the removal of the asphalt and associated coating for an approximate 13,000 square foottennis court. The work will be performed in compliance with federal, state, and localregulations and guidelines. The vendor shall remove a minimum of eight (8) inches of asphalt, stone base material, and associated surface coating. Following removal of asphalt, base material and surface coating, the environmental consultant will collect soil samples to confirm demolition of tennis courts and base materials have satisfactorily removed asbestos from site. Once environmental testing confirms no asbestos present, the contractor shall grade the site to drain post demolition and re-seed and strawing disturbed areas. 2. The contractor must perform a wet demolition (with amended water) of the Tennis Court asphalt and surface coating and comply with OSHA work exposure requirements. The contractor will take appropriate action to avoid the creation of a nuisance dust during demolition in the surrounding area. 3. The ACM waste must be manifested and disposed of at a licensed landfill that is certified to accept non-friable ACM waste. 4. The asbestos abatement contractor shall provide a close-out report of abatement activities to the environmental consultant. The report shall include a copy of the abatement company State of Tennessee certification, abatement notification provided to the State of Tennessee, abatement personnel state certifications, daily log of activities, and waste manifests. 5. Grade site to drain post demolition. Once environmental testing confirms no asbestos present, contractor will provide topsoil, seed and mulch to restore property to existing grades. If oUsite fill dirt material is required, it shall be clean fill material. All excavations or other depressions resulting from tennis courts demolition shall be filled and compacted (tamped) to existing grade with fill dirt to provide positive drainage. 6. Remove and transport debris in a manner that will prevent spillage on streets and adjacent areas. Clean up spillage from streets and adjacent areas. 7. The contractor shall remove and haul away the fence posts, chain-link fencing, and gate(s) and associated fencing improvements located around the perimeter of the tennis courts. 8. The contractor is to perform work in a safe manner to avoid accidents and property damage. The contractor agrees that all work shall be performed by competent, experienced and qualified personnel for the performance of work in accordance with best commercial practices. 9. The contractor shall secure all required permits as may be required. 10. Any fees associated with the transportation and disposal of materials hauled from the jobsite shall be the responsibility of the Contractor including landfill fees. 11. All demolition, waste removal, and site restoration work to be completed within 120 days of issuance of Notice to Proceed by the Town of Nolensville Asbestos air sampling around the perimeter of the work area is to be performed by an environmental consultant under contract with the Town of Nolensville (not the responsibility of Bidder). Following removal activities, a collection of soil samples will be performed by an environmental consultant under contact with the Town of Nolensville (not the responsibility of Bidder) within the removal area to ensure remaining soil is not contaminated with asbestos. 2.2 Additive Bid for Demolition of Pool Building and Sidewalk The contractor shall provide all labor, equipment and materials and perform all work necessary for the completion of demolition work of approximately 181 linear feet of concrete sidewalk and an approximate 665 square foot pool building located at 1413 Bluegrass Road, Nolensville, Tennessee, as described below: 1. The contractor will demolish, and haul away, existing single-story comprising approximately a 665 square foot cinderblock and wood-framed restroom structure including slab, walls, roof, and associated MEP systems within the structure. The demolition debris shall be disposed of at a licensed landfill that is certified to accept construction material waste. 2. The contractor will demolish, and haul away, existing concrete sidewalk approximately 181 linear feet in length and three feet in width and average depth of 4 inches. The demolition debris shall be disposed of at a licensed landfill or other site that can accept concrete material. 3. The contractor will remove and transport debris in a manner that will prevent spillage on streets and adjacent areas. Clean up spillage from streets and adjacent areas. The contractor shall pay all disposal costs. 4. The contractor will take appropriate action to avoid the creation of a nuisance including dust resulting from demolition in the surrounding area. 5. Debris shall not be burned on site. 6. The contractor is to perform work in a safe manner in order to avoid accidents and property damage. The contractor agrees that all work shall be performed by competent, experienced and qualified personnel for the performance of work in accordance with best commercial practices. 7. The contractor shall coordinate with Town oUicials and utility providers for disconnecting utility services (water, sanitary sewer, and electricity) serving pool building. Unless otherwise noted, remove piping to at least 24 inches below finished grade. All underground sanitary sewer pipes abandoned in place shall be filled with cement grout and mechanically plugged. 8. Grade site to drain post demolition. The contractor will provide topsoil, seed and mulch to restore property to existing grades. If oUsite fill dirt material is required, it shall be clean fill material. All excavations or other depressions resulting from the building demolition shall be filled and compacted (tamped) to existing grade with fill dirt to provide positive drainage. 9. The contractor shall secure all required permits as may be required. 10. Any fees associated with the transportation and disposal of materials hauled from the jobsite shall be the responsibility of the Contractor including landfill fees. 11. All demolition, waste removal, and site restoration work shall be completed within 120 days of issuance of Notice to Proceed by the Town of Nolensville.
