The District's office will stamp the date and mark the time received on all bids. Bids received after the date and time indicated on the Invitation to Bid will not be considered. The La Plata Archuleta Water District is not responsible for delays occasioned by the US Postal Service or any other means of delivery employed by Bidder. A 5 percent (5%) Bid Bond will be required as well as, one hundred percent (100%) Performance and Payment Bonds to guarantee the faithful performance of the contract. It is required that the surety issuing such bonds have an attorney-in-fact or a principal doing business in Colorado. This information must be included on the bond statement. The La Plata Archuleta Water District reserves the right to reject any and all bids, to postpone the award for thirty (30) days, to delete certain items from the Proposal, and to award the Contract to the lowest responsible bidder. The La Plata Archuleta Water District may reject any bid not in compliance with all prescribed bidding procedures and requirements and, may reject any and all bids upon finding that it is in the District's best interest to do so. Contractor shall be licensed as required by the State of Colorado and local governments or municipalities. The project consists of construction of approximately 14,700 feet of total pipe length, consisting of approximately: 1,250 feet of 4" AWWA DR 18 C900 pipe; 5,200 feet of 3" HDPE SDR 9 pipe; and 7,620 feet of 2" HDPE SDR 9 pipe. The project also consists of two below-grade vaulted redundant pump stations (two vaults, 2 redundant pumps each) with hydrostatic tanks, and appurtenances such as fittings, blowoff valves and vacuum relief valves. The pipeline is located in La Plata County, starting from the end of an existing 4" pipe approximately 2,150 feet north of Highway 160 on Fox Fire Road, west of Bayfield. The 4" C900 pipe will proceed ~1,250 feet to Pump Station 1. From Pump Station 1, the pipe will proceed as 3" HDPE ~5,200 feet to Pump Station 2 and a junction at the top of a saddle where the pipeline splits into three 2" HDPE spurs; one doubling back southwest on Fox Fire Road (~1,510 ft); one line proceeding north on an also-named Fox Fire Road towards Holman Canyon Road (~2,490 ft); and one proceeding northeast on Hillcrest Road (~3,620 ft). water service lines, and other miscellaneous work as described in the Contract Documents. The pump skids and hydrostatic tanks will be provided by the Contractor as part of this bid; the contractor is to provide construction, installation, and commissioning services. The pump skids and tanks shall be installed belowgrade in a vault, by the Contractor, with the pump control installed above grade for access. Power will be provided at the stations by LaPlata Electric Association (LPEA); the Contractor will be responsible for electric installation and hookup in coordination with LPEA and to LPEA standards.
