Bids shall be accompanied by a certified check, cashier's check, irrevocable letter of credit, or bid bond in an amount equal to ten percent (10%) of the total amount of the Bid. All Bidders must submit a list of their first-tier subcontractors. This Project consists of, but is not limited to, the following: Excavation and installation of a gravity force main to convey leachate effluent from the existing leachate loadout area at the Roseburg Landfill down McLain West Ave to a termination point east of the existing sidewalk; and excavation and installation of a non-potable water line extending from the current service at 102 Chewaucan Ave to the existing pipe stub-outs adjacent to the leachate treatment plant. Bidders are not required to submit a prequalification application. The Board of Commissioners will not consider a bid unless the bidder is registered with the Construction Contractor's Board. Bidders shall comply with the provisions of ORS 279C.800 to 279C.870 (Prevailing Wage Rates). Each Bid must contain a statement as to whether the Bidder is a resident bidder, as defined in ORS 279A.120. The Project does not require a contractor or subcontractor to be licensed under ORS 468A.720 for asbestos abatement. The Board of Commissioners reserves the right to reject any or all Bids, to waive technicalities, and to award the contract to the lowest responsive responsible Bidder. The Board of Commissioners may reject any Bid not in compliance with all prescribed public contracting procedures and requirements and may reject all Bids upon a finding that it is in the public interest to do so. Trenching and construction of a gravity force main and waterline down McLain West Ave for future leachate effluent conveyance. This Project consists of, but is not limited to, the following: Excavation and installation of a gravity force main to convey leachate effluent from the existing leachate loadout area at the Roseburg Landfill down McLain West Ave to a termination point east of the existing sidewalk; and excavation and installation of a non-potable water line extending from the current service at 102 Chewaucan Ave to the existing pipe stub-outs adjacent to the leachate treatment plant. North of Interstate 5 - The 3-inch diameter force main work is to start at the tie-in point to the existing 6-inch/3-inch dual containment effluent force main and extend approximately 1,920 linear feet along Landfill Rd./McLain West Ave. to the centerline of the Interstate 5, exit 121 overpass. A 3-inch diameter potable waterline will also be extended approximately 1,800 linear feet north along Landfill Rd./McLain West Ave starting at Chewaucan Lane and terminating near the driveway to Douglas County's new leachate treatment facility. South of Interstate 5 - The 3-inch diameter force main work is to continue approximately 165 linear feet from the centerline of the Interstate 5, exit 121 overpass to the point of termination just south of the multi-use pedestrian path that parallels Interstate 5. The following provides approximate lengths of the effluent force main line and waterline to be installed: a. Approximately 2,065 linear feet of 3-inch DR11 HDPE force main. b. Approximately 1,787 linear feet of 3-inch DR17 polyethylene waterline. The estimated construction cost for the Base Bid is between $400,000 and $532,000. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
