Renovation of a municipal facility in Midland, Michigan. Completed plans call for the renovation of a municipal facility.
**As of October 30, 2025, the project was awarded to Honor Security, Inc., with an awarded amount of $30,085.86.** Sealed bids will be provide the City of Midland with pricing for Downtown Security Cameras, per the attached specifications and standard instructions. Technical questions shall be directed to Tyler Abbs, City of Midland Facilities Manager at tabbs@midland-mi.org. A certified check or bid bond for a sum of not less than five percent (5%) of the amount of the Proposal will be required with each bid. The City reserves the right to accept or reject all or any parts of any and all bids, to waive irregularities and to award in the best interests of the City of Midland. QUESTIONS AND CLARIFICATIONS: The City of Midland Official Point of Contact, for submission of questions and clarifications related to this ITB: Tyler Abbs, City of Midland, Facilities Manager 333 Ellsworth St. Midland, MI 48640 (989) 837-3370 tabbs@midland-mi.org SCOPE OF WORK: i. Downtown cameras 1. Contractor shall recommend best placement and the install three (3) multi-lens surveillance cameras at the following intersections that allow for the best coverage of the downtown streets: a. Main Street & Ashman Street b. Main Street & McDonald Street c. Main Street & Rodd Street 2. All cameras shall be wired and powered per manufacturer's specifications and integrated into the central NVR. ii. Existing infrastructure 1. A 12-pair fiber cable runs from the Northwood Galley at Main & Ashman to a junction box mounted on the light pole located in front of Tavern on Main. 2. A 12-pair fiber cable runs from pole out to other junction boxes as shown in Exhibit A. 3. Existing City-owned fiber is available and shall be utilized. iii. Contractor responsibilities 1. Perform all fiber terminations at each junction box, Northwood Gallery, County Building and City Hall as required to complete the camera network loop and have full integration into City network. 2. Install AXIS fiber network switches to support all cameras and 120 McDonald Street and configuration of systems. 3. Mount, power and network each multi-lens AXIS camera in waterproof enclosure of selected light poles. 4. Coordinate any required pole attachments and ensure all components are vandal-resistant and rated for outdoor use 120 McDonald Street 1. Integrate point-to-point wireless bridge to 120 McDonald from new camera network. 2. Installation of one exterior camera mounted under the EIFS façade mounted to monitor the restrooms doors and point towards Main Street. 3. One interior camera installed facing the main glass entrance door by the exterior restrooms. 4. One interior camera installed facing the housekeeping closet area to pick up the back half of the corridor. 5. Connecting existing Paxton door access system into new point-topoint connection. Main Paxton panel is located in the basement of the building. 6. All cameras shall be wired and powered per manufacturer's specifications and integrated into the central NVR. v. Network Video Recorder (NVR): 1. Install a centralized AXIS NVR system in City Hall Server Room. 2. NVR System shall support a. Minimum of 100 TB storage capacity b. Ability to automatically overwrite the oldest stored recordings c. Remote viewing, event based recording d. 24/7 continuous recording for a minimum 30-day retention period e. All cameras, network switches and recording systems shall be AXIS brand or approved equal f. System shall be scalable for future expansion g. Contractor shall provide system programming, IP configuration and initial camera commissioning
