** As of September 8,2025, project was awarded to MLS but awarded amount is not available.** Bids are being asked for provision of all necessary labor, equipment and materials required for the installation of Kitsap PUD provided fiber cables and splicing for the ARPA Fiber Build Phase 3 Project using the strand and lash construction methods along PSE poles, and installation of conduit in Kitsap County, City of Poulsbo, and City of Bainbridge Island ROW located in Poulsbo, WA, Kingston, WA, Bainbridge Island, WA, Port Orchard, WA and Suquamish, WA. Project work includes installation of approximately 35,258 feet of aerial fiber work, 4,440 feet of underground fiber work, and other work A 5% bid guarantee is required in the form of certified or cashier's check, or surety bond. Kitsap PUD reserves the right to reject any or all bids and to waive all informalities in the bidding in accordance with the specifications. All work is to be done in strict compliance with the specifications and the applicable drawings, and subject to the terms and conditions of the contract. Contractor to splice node locations and OTDR testing. Scope tasks (may not include all necessary work, reference plans and specs): o Pull 288ct through existing conduit approx. 770' o Overlash 288ct to existing; riser to riser is approx. 6230' o Pull 288ct through existing conduit. Riser to riser is approx. 1270' o Overlash 288ct to existing enclosure, approx. 4383' o Overlash two (2) 288ct; back northwest to Finn Hill RD location riser approx. 605' o Pull through existing 4"; approx. 120' (two 288ct) o Splice 288ct x 2 node locations TEL-260468 Hillbend Approximate/estimated scope of work: New attachment aerial, overlash & underground pull through approx. 5500'. Splice node location, MPT breakouts, midsheaths, butt splices and OTDR testing, wreckout old fiber. Scope tasks (may not include all necessary work, reference plans and specs): o Overlash approx. 1165' o Overlash 12 port MPT o Overlash 8 port MPT o Midsheaths + breakouts o Pull 288ct through existing 3" conduit o New build aerial for 288ct. Splicing node location 288ct and OTDR testing Scope tasks (may not include all necessary work, reference plans and specs): o Pull 288ct through existing conduit o Build new riser o Trench and place 2-4" conduit o Build new attachment strand & 288ct o Overlash 288ct to existing 144ct o Splicing node location 288ct / breakouts o OTDR testing TEL-260925 North Madison Approximate/estimated scope of work: Overlash & pull through existing conduit 288ct fiber approx. 7000'. Contractor to splice node location 288ct.OTDR testing. Scope tasks (may not include all necessary work, reference plans and specs): o Overlash 288ct fiber o Pull 288ct through existing conduit o Splice 288ct @ node location o OTDR testing TEL-260619 Suquamish Way Approximate/estimated scope of work: New aerial attachment, overlash & pull through 288ct fiber approx. 6600'. Splicing node location 288ct and OTDR testing Scope tasks (may not include all necessary work, reference plans and specs): o Pull 288ct through existing conduit, approx. 70' o Overlash 288ct to existing strand approx. 1160' o New strand and lash 288ct approx. 5280' o Splicing node location 288ct o OTDR testing 1. Whenever the word 'provide' is used, it means 'furnish and install complete and ready for use'. 2. All system installations shall be in accordance with (including, but not limited to) the following standards: ANSI, TIA, EIA, NEC, NESC, and local codes and ordinances, including PSE Standard 0700.8000 (Attachment and Clearance Requirements for Overhead Joint Utility Construction). 3. Provide all items necessary for a complete installation of all systems. The drawings are diagrammatic to some extent and do not necessarily show every item necessary for a complete installation. 4. Verify all physical dimensions prior to installing equipment to ensure that access clearances can be met. 5. Cable bend radius is 20x O.D. post installation and 40x O.D. during installation. 6. Default Storage Loop or Slack Loop (SL) size is 300-ft. 7. At aerial splice locations (new or existing) store 150' on each side of the splice and place in a rack (or match the existing splice case and prep the harness). Any existing splice case with storage in snowshoes shall be moved to a rack. 8. Coordinate the exact equipment and device l Minor adjustments to locations will be made at no additional cost. This includes any vault storage, vault splice, Demarc (FTP and CPE) and Racking. 9. When needed, the default messenger shall be 1/4" EHS with a grade of 6.6M or greater. For spans greater than 400-ft contact a District representative. 10. When placing strand and lash, strand will be bonded to all power vertical grounds. 11. All attachments will follow the power neutral side of the pole unless otherwise approved. 12. When splicing is not part of the project, at noted splice locations, leave 150-ft of each newly installed cable coiled on pole so that it can be accessible by a 10-ft ladder by the splicing crew. 13. Default depth on underground installations is 36 inches of cover. Call Two Business Days Before You Dig ... 811. 14. Unless stated on the construction prints the default conduit size is 2-inch SCH 40 PVC. 15. Install a pull-string when pulling cables in conduits for future installations. 16. Install locatable metallic trace wire with cable in underground conduits. 17. At a Demarc store 30-ft of cable after termination of pigtails. 18. Seal conduits after cable installation with proper 'fire stopping' material. 19. Cable shall be labeled at each pole attachment, splice enclosure, vault penetration, and at each side of any wall / floor / ceiling penetration with District provided labels. 20. When using messenger and or lashing, bond to every pole that has a power ground. 21. All attachments shall be on the Street Side or as indicated as Field Side (FS) When in doubt contact District Engineer. 22. When installing cables in equipment rooms, route cables in a vertical and/or horizontal fashion running parallel to the room lines. Do not route cables in a diagonal fashion. 23. Bond all cable runways, cable trays, equipment racks, metallic cable sheaths, grounding lugs on cable protection devices, etc., contractor provides grounding material using #6 AWG copper conductors. 24. Seal conduits after cable installation with proper 'fire stopping' material. Additionally, conduits in vaults shall be sealed to prevent water movement. 25. Label conduit installed in buildings every 20-ft as 'Fiber Optic Cable'.
