The U.S. Army Corps of Engineers, New England District is hosting an Industry Day to provide construction contractors with information regarding the Chilled Water Replacement and Site Utility Improvements (Phase A2) project. This Industry Day is a save-the-date notice intended to support market research and information sharing for a future major construction procurement. No action is required at this time. The project is part of a larger, multi-phase VA Major Construction effort associated with the Construct New Surgical and Clinical Space Tower program and is currently programmed for construction award in Fiscal Year 2027. The anticipated procurement is expected to be a Design-Bid-Build Best Value Trade-Off Request for Proposal, with an estimated construction cost between $40,000,000 and $115,000,000. Phase A2 consists of demolition and replacement of the existing chilled water plant and construction of significant site utility upgrades to improve campus infrastructure and provide new and redundant utilities to support both the existing VA Connecticut Healthcare System campus and the future Surgical and Clinical Space Tower. Work includes demolition of the existing chilled water plant (Building 16a) and construction of a new multi-story chilled water plant with chillers, cooling towers, pumps, and associated mechanical and electrical systems. Due to proximity to the existing fuel tank farm, a new fuel tank farm will also be constructed, requiring close coordination with ongoing medical center operations and related projects. The site utility scope includes replacement and upgrade of fire protection and domestic water mains from Campbell Avenue to Building 15, construction of utility main loops for chilled water supply and return, steam supply, condensate return, domestic water, and fire protection water originating from the new chilled water plant and back-feeding to Building 1. Additional work includes installation of redundant electrical feeders from the utility demarcation point to Building 19, coordination with the local electrical utility provider for offsite electrical redundancy, and construction of new water storage tanks.
