Bid Note:Bids received after this time will not be accepted and will be returned unopened. Mailed Bids will not be accepted and will also be returned unopened. However, Bids which are timely delivered by Federal Express, United Parcel Service or other overnight delivery service shall not be considered mailed Bids. Bids can be emailed to David Beard, Deputy Director, at drb@ccwa.com. At the above-described place and promptly after Bid Closing, all Bids that have been timely received will be publicly opened and the content read aloud. All interested parties are invited to attend. The bidders shall complete the attached Bid Schedule and returned signed as their response to this solicitation. The five chemical tanks planned for inspection include: Tank 6-T-1 and Tank 6-T-2. These two tanks are approximately 27,000 gallons in size and store liquid aluminum sulfate. These two tanks are also equipped with an interior liner consisting of a 3/16" layer of natural rubber. The tanks were last inspected in 2017. Tank 6-T-3. This tank is approximately 6,700 gallons in size and stores ammonium hydroxide. This tank is equipped with an interior liner consisting of a chlorobutyl rubber lining. It was last inspected in 2019. Tank 6-T-4 or Tank 6-T-5. These two tanks are approximately 27,000 gallons in size and store sodium hydroxide (25%). There is no liner in these two tanks and they were last inspected in 2017. CCWA anticipates the work will be scheduled between October 27, 2025 and November 14, 2025. The final schedule will be coordinated with the selected bidder. CCWA may re-schedule the work as needed at no additional cost. A pre-bid job walk will not be held. A vicinity map, previous inspections reports, tank construction information, and a sample contract are attached. The successful bidder will be required to sign a final contract in this format. The CONTRACTOR is required to pay prevailing wage rates pursuant to California Labor Code Section 1720 and following, CONTRACTOR shall pay not less than the prevailing rate of per diem wages as determined by the Director of the California Department of Industrial Relations. Copies of such prevailing rates of per diem wages are on file at the CCWA office, which copies shall be made available to any interested party on request. The CONTRACTOR shall post a copy of the Director's determination of such prevailing wages at each job site. This work is subject to compliance monitoring and enforcement by the Department of Industrial Relations. Pursuant to Labor Code sections 1725.5 and 1771.1, Section 7029.1 of the Business and Professions Code, and Section 10164 and 20103.5 of the Public Contract Code, all contractors and subcontractors that wish to bid on, be listed in a bid proposal, or enter into a contract to perform public work must be registered with the Department of Industrial Relations. No bid will be accepted nor any contract entered into without proof of the Bidder's and its subcontractors' current registration with the Department of Industrial Relations. Bidder shall certify that Bidder and all listed subcontractors are currently and validly registered with the Department of Industrial Relations and shall include its registration number on its bid. Each Bidder shall provide the registration number for each listed subcontractor in the space provided. If awarded a Contract, the Bidder and its subcontractors of every tier shall maintain active registration with the Department of Industrial Relations for the duration of the Project. It shall be the Bidder's sole responsibility to evaluate and include the cost of complying with all labor compliance requirements. The CONTRACTOR shall comply with all applicable provisions of section 16100 of Title 8 of the California Code of Regulations, which require CONTRACTOR to keep accurate records of the work performed as provided in Labor Code section 1812, to allow CCWA to inspect CONTRACTOR's payroll records pursuant to Labor Code section 1776 and section 16400(e) of Title 8 of the California Code of Regulations, and to comply with all other requirements imposed by law. The Bidder shall guarantee the Total Bid Price for a period of sixty (60) calendar days from the date of bid opening. The Bidder may withdraw its Bid at any time prior to the date and hour set for bid opening. Questions regarding this bid may be directed to Brandon Ladd, Water Treatment Supervisor at bll@ccwa.com. The period for questions will close at 3:00 p.m. on Wednesday, August 13, 2025. All answered questions will be shared in writing with all registered bidders. The Central Coast Water Authority reserves the right to reject any and all Bids, to waive any informality in a bid and to make awards to the lowest responsive, responsible Bidder(s) as it may best serve its interest.
