The services requested may include FAA grant application assistance, bidding and negotiating contracts, the development of an airport master plan, environmental assessments, and both the design and construction of various airport improvement projects, specifically the development of runways and taxiways. The contract term will initially be through the end of the fiscal year and following a successful initial period, the contract will be extended three (3) to five (5) years. The scope of the work may include but is not limited to the following: Development of Airport Master Plan Environmental assessments Design of runway and taxiways Construction of runway and taxiways Feasibility studies Contract bidding and negotiation The consultant selection will be completed by scoring and ranking the consultants based on the following: Experience in aviation consulting. (35%) Experience in procurement of Airport Master Plan or Airport Layout Plans. (10%) In house subject matter experts or strong relationships with contractors with such experts. (20%) Performance on previous projects, specifically time, budget, and quality. (25%) Physical location in proximity to the Princeton Airport. (10%) PAC will appoint a committee to review the submitted Statements of Qualifications and rank the qualified candidates. PAC may choose to interview a shortlist of candidates before making the selection. The candidates selected to be interviewed will be notified fourteen (14) days prior to the interview. All unsuccessful candidates will be notified no later than ten (10) days after the conclusion of the submission period. PAC reserves the right to reject any and all submissions to this RFQ, request for clarification, or waive informalities/technicalities, if it is deemed in the best interest of PAC. PAC assumes no responsibility for costs incurred in responding to this RFQ. In accordance with FAA selection procedures, all selections will be qualification based, and no overhead rate, fees, or cost information shall be identified as part of this submission. Projects are anticipated to begin in October 2025 and continue through September 2028.
