Notice Content MEMPHIS LIGHT, GAS AND WATER DIVISION CITY OF MEMPHIS MEMPHIS, TENNESSEE CONTRACT NAME: DAVIS AERATOR BUILDING SCREEN REPLACEMENT CONTRACT NO: 12607 NOTICE TO BIDDERS All Sealed Bids, Bid Bond, Bidders Qualifications, and completed Bid Envelopes, in duplicate, will be received from bidders on Tuesday, August 26, 2025, at the Contracts Management Office, Memphis Light, Gas and Water Division (MLGW or Division), Room 323, 220 South Main Street, Memphis, Tennessee 38103 (mailing address: P.O. Box 430, Memphis, TN 38101- 0430), prior to 4:00 PM CDT/CST. If you bring your bid to MLGW, please allow 30 minutes prior to 4:00 PM CDT/CST for MLGW security clearance and delivery of bids to the Contracts Management Department. The official time of receipt will be established in the Contracts Management Department and not at the main floor security desk. Bids will be publicly opened and read on Wednesday, August 27, 2025, at 2:00 PM CDT/CST. The Contractor shall furnish all work including supervision, personal protective training and equipment, confined space requirements, transportation, testing, materials, labor, tools, and to fabricate and install a new aerator building screening at Davis Pumping Station. The screens will consist of 0.5 x 0.5 square, 16 gage aluminum mesh in an aluminum McNICHOLS U edging frame (or similar). All screen panel dimensions must be field measured and verified by the Contractor. The installation must conform to NSF Standard 61 in strict accordance with the Contract Documents and Specification. Written Inquiries: Questions about this Sealed Bid must be submitted to MLGW in writing via email to tivy@mlgw.org with Contract No. 12607 Written Inquiry in the subject line by no later than 4:00 PM CST on Monday, August 11, 2025. All bidders must be licensed contractors as required by Title 62, Chapter 6, of the Tennessee Code Annotated. The following information must be completed on the outside of the preprinted Bidders Envelope: Bidders Name, Bidder's license number, expiration date, and that part of the classification applying to the bid (e.g., electrical, plumbing, heating, ventilation, and air conditioning). If the preceding information is not completed, the bid shall not be opened or considered by MLGW. The Tennessee Contractors Classification required for this project shall be one of the following or any Tennessee-approved contractors license applicable to this project: BC; or BC-B; or MU; or MU-B If a State of Tennessee Contractors license is required the Contractors license monetary limits must meet or exceed the Contractors bid price. MLGW shall give Local Bidding Preference or Local Bidding Presence in the awarding of contracts and making purchases whenever applying such a preference is reasonable in light of the dollar- value of the bids received in relation to such expenditures. For Local Bidding Preference or Local Bidding Presence to be used in evaluating bids, all documentation as required in the Local Bidding Preference or Local Bidding Presence Policy must be submitted with the Bidders qualifications. MLGW is subject to the Tennessee Public Records Act. Your bid may be examined by the public after it has been evaluated by MLGW and an award has been made. This project is exempt from the mandatory contractors licensing requirements if the bid amount is under $25,000. If the bid amount is under $25,000, the phrase Exempt from licensing requirement must appear in the Tennessee License number space on the preprinted bid envelope provided. However, other required information (e.g., Project title, contractor's company name, contractors address and bid due date) must be completed. All Sealed Bids, Bid Bond, Bidders Qualifications, and completed Bid Envelopes, in duplicate, must be received by the Contracts Management Office no later than 4:00 PM CDT/ CST on Tuesday, August 26, 2025 via hand-delivery or mailed to MLGW's Administration Building, 220 South Main Street, Memphis, TN 38103. Bids received after the bid due date will not be accepted. *Electronic submissions will not be accepted. The Bidder's Qualifications must indicate the Contract Number, 12607, and title on the front page of the Bidder's Qualifications. A packet of the Contract Documents may be obtained by contacting the Contracts Management Office, 220 South Main Street, Room 323, Memphis, Tennessee. If after attempting to obtain competitive bids for material or services, only one (1) bid is received and that bid does not exactly meet our specifications or budgetary limits, the Procurement and Contracts Management staff shall have the authority to negotiate with the bidder to secure an acceptable bid. Any protest must be filed in writing with the Manager of Procurement and Contracts by 5:00 PM CST/CDT within five (5) business days of the Notification of the Intent to Award Letter or non- award incident. A protest may be submitted electronically on company letterhead to the Manager of Procurement and Contracts, Randy Orsby, by 5:00 PM CST/CDT at rorsby@mlgw.org. Before the execution of this Contract, the successful bidder shall be required to furnish a Performance Bond in an amount equal to 100% of the bid price or such lesser amount as determined at the sole discretion of MLGW. The bond shall be made upon the form in this packet and shall be made a part of the Contract. The surety company shall be acceptable to MLGW. Before the execution of the contract, the successful Bidder shall furnish, pursuant to Tennessee Code Annotated 12-4-201, a Contractors Labor and Materials Payment Bond in a determined sum of no less than 25% of the bid price. The bond shall be made upon the form provided by MLGW in this packet and shall be made part of the Contract Documents. Such surety shall be acceptable to MLGW. All contract bonds shall be written through a surety company duly authorized to do business in Tennessee. No bidder may withdraw a bid for 120 days after the date and hour set for the opening of bids. MLGW reserves the right to reject bids, to waive Minor Irregularities in the bids received, and to accept any bid or portion of the bid, which MLGW, in MLGW's sole discretion, deems most favorable to the interest of MLGW.
