The Project includes the following work: Central Water Treatment Plant modifications and Well 3 Wellhouse. The purpose of this study was to evaluate the subsurface conditions at specific boring locations, and to establish parameters for use by the design engineers in preparing the foundation, floor slab and utility designs for the proposed project. No Proposal Will Be Accepted Unless Accompanied by a Certified Check or Bid Bond Equal to at Least 5% of the Amount Bid, Payable to the Owner as a Guarantee That, if the Bid is Accepted, the Bidder Will Execute and File the Proper Contract and Bond Within 15 Days After the Award of the Contract. Bidder is Required to Deliver the Original Certified Check or Bid Bond Within 72 Hours of the Bid Opening to Cbs Squared, Inc., Inc., Attn: Kristi Lentz, 770 Technology Way, Suite 1a, Chippewa Falls, Wi 54729. The Certified Check or Bid Bond Will Be Returned to the Bidder in Accordance With the Instructions to Bidders. The City of Stanley Reserves the Right to Retain the Deposits of the Three (3) Lowest Bidders for a Period Not to Exceed 61 Days After the Date and Time Set for the Opening of Bids. No Bids May Be Withdrawn for a Period of 61 Days After the Date and Time Set for the Opening of Bids. Bidders Proof of Responsibility Must Be Submitted in Accordance With the Instructions to Bidders. Bidders Will Be Required to Provide Performance and Payment Bonds of 100 Percent of Bid Amount. This Contract is Expected to Be Funded in Part With Funds Provided by Wisconsin Department of Natural Resources, Safe Drinking Water Loan Program (Sdwlp). Information on Applicable Federal Requirements is Contained in the Project Manual. Contained in the Project Ma Use of American Iron & Steel: Projects Financed in Whole or in Part by the Safe Drinking Water Loan Program/clean Water Fund Program Are Required to Use American Iron and Steel. Bid Proposals May Be Denied if the Requirements of This Section Are Not Met. The Successful Bidder Will Be Required to Conform to the Wage Requirements Prescribed by the Federal Davisbacon and Related Acts Which Requires That All Laborers and Mechanics Em-ployed by Contractors and Subcontractors Performing on Contracts Funded in Whole or in Part With Federal Funds in Excess of $2,000 Pay Their Laborers and Mechanics Not Less Than the Prevailing Wage Rates and Fringe Benefits, as Determined by the Secretary of Labor, for Corre-sponding Classes of Laborers and Mechanics Employed on Similar Projects in the Area. If the Requirements of Davis Bacon, the State of Wisconsin and the Contract Requirements Conflict With Regard to Wages, the Highest of the Three Shall Apply. Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda delivered to all registered plan holders. Questions received less than seven days prior to the date for opening of Bids may not be answered The Project includes the following work: Central Water Treatment Plant modifications and Well 3 Wellhouse. Bids will be received for a single prime Contract. Bids shall be on a lump sum, as indicated in the Bid Form. Market & Johnson bids will be due on September 12, 2025 at 2:00 PM CT. Based on the information provided by the client, it is understood that the proposed project will consist of the construction of an approximate 2,022 square foot addition to the northwest side of the water treatment plant (WTP). The addition will be single-story and will be supported on perimeter frost footings. Structural loads were not known at the time of this evaluation. For the purpose of this report, it is estimated that maximum wall loads will not exceed 6 kips per lineal foot. When structural loads are determined, PSI must be informed in order to determine if revisions to this report are necessary. The addition will contain cast-in-place concrete tanks that will bear at a depth of about 12 feet (EL. 1058.1) below ground surface. The tank bottoms will act as mat foundations. It is understood that the finished first floor slab elevation will match that of the existing structure (EL. 1070.1). Ground surface elevations at the borings within the planned addition (B-3 and B4) ranged from about EL. 1067.8 to EL. 1068.1. Therefore, fills of up to about 2.5 feet are estimated to be required to establish the floor slab elevation of the planned addition. However, this will also be dependent on the subgrade preparation criteria, to be discussed in a later section. The project will also include the installation of a new water main that will extend along the south side of the access road from the WTP about 370 feet west to the existing well house; and an approximate 240 foot long water main that will extend along the west and south sides of the WTP and connect to an existing water main. It is understood that the new lines will bear at a depth of about 8 feet below ground surface, and be installed by open cut trenching. The existing well house will be removed and a new one will be constructed on the existing foundation and floor slab. When additional information regarding the project becomes available, and/or if any of the information discussed herein differs from current plans or changes as design progresses, PSI must be informed so that any necessary revisions to this report can be made. The project site is located at the existing Central Water Treatment Plant, on the south side of Church Street, about 100 feet west of its intersection with South McKnight Street, in the City of Stanley, Wisconsin. At the time of exploration, the site was occupied by the existing water treatment plant, which consisted of the water treatment building and associated unpaved parking areas. An unpaved access road spans the site from the termination point of Church Street to an existing well house on the west end of the site.
