Reference Number 0000299596 Question Acceptance Deadline 2025/08/28 04:00:00 PM CDT The City is seeking a qualified and experienced consultant team to develop an ISMP for the entire City of Selkirk. The plan should provide guidance to the City for long-term stormwater management planning over the next 50 years using climate predictions. The ISMP will cover the entire City of Selkirk. Proponents will be expected to provide the City with long-range plans for stormwater management for the next 50 years using climate change predictions. The City is looking for expert advice on what steps need to be taken to mitigate overland flood risks, ensure underground infrastructure meets the City's current and long-range needs for expansion and provide costs associated with those steps. The scope of work is provided below: Review existing supporting information Meet with the City to review the project scope Prepare hydraulic model of existing stormwater collection system using SWMM software or equivalent The City of Selkirk has an existing CAD file containing the location, size and invert elevations of the majority of catch basins and LDS mainline piping The City has 2025 lidar date of the entire City with +/- 5cm accuracy complete with DEM file. Prepare the hydraulic model based on the existing stormwater collection system and also add proposed future developments into the model Determine tailwater effects of the stormwater system discharge into the Red River Use of the 100 year Red River flood elevation is recommended to be used for stormwater hydraulic modeling, however this can be reviewed during the design process Determine the impact of climate change on rainfall events using publicly available climate change models in 2050 and 2075 utilizing RCP 8.5 worst case climate models A climate resilience assessment is not required It is anticipated that the maximum 1-day precipitation value be determined using climateatlas.ca or similar publicly available information Conduct sensitivity analysis using two future rainfall scenarios to determine the impact on the existing land drainage sewer system to select an appropriate rainfall scenario for modelling Analyze the existing stormwater collection system to determine upgrades required maintain the hydraulic grade line below any openings to ground level based on current rainfall events and future rainfall events including proposed future development. Potential upgrades may include the following: Upgrades to pipe sizing. Upgrades to existing retention/detention ponds Upgrades using green infrastructure where possible is to be prioritized Upgrades to existing lift station pumps and downstream impacts Update hydraulic model to eliminate the combined sewer system to determine upgrades required based on current rainfall events and future rainfall events Provide recommendations in a staged approach to eliminate all combined sewer throughout the City Topographic survey required to confirm impacts of overland flooding. Assume 2 days to survey is required and provide a Cash Allowance budget for the survey Summarize the findings of the analysis in a draft report Meet with the City to review the findings of the draft report Finalize the report based on the City's feedback Provide the input and output model files to the City Make recommendations to the City on adoption of new IDF curves to be used for all future development based on a future climate change using RCP 8.5. These future IDF curves should have 25 year timelines, le. future IDF curve to be used from 2025 to 2050.
