Demolition, site work and asbestos abatement for a medical facility in Tinley Park, Illinois. Completed plans call for the demolition of a medical facility; for site work for a medical facility; and for asbestos abatement for a medical facility.

As of November 05, 2025, project is awarded to Brandenburg Industrial Service Company in the amount of $15,759,710.55. Site Directions: Site is located on the North West corner of 183rd Street and Harlem Avenue and approximately .5 miles North of Interstate 80 Project Statement of Work: The project included under this Phase 2 IFB includes (1) mobilization and site setup (including confirming the location of all utilities, ensuring that services are disconnected and/or de-energized, and required submittals (health and safety plan, site truck routes, modified SWPPP, dewatering plan, required permits, waste management plan, and other submittals as referenced herein) (2) identification, abatement and removal of all regulated materials and wastes present in remaining buildings and steam tunnels including, but not limited to, asbestos containing building materials (ACM) and lead-based paint; (3) abatement of polychlorinated biphenyls (PCB) in caulk and contaminated substrate in four site buildings (Buildings 1, 2, 3, and 23); (4) abatement of Building 22, including, but not limited to, any ACM, lead paint, PCBs and regulated materials, in order for the building to be occupied and used by the Owner; (5) demolition of all remaining above ground components and below ground components (for example, including but not limited to, utility conveyances, footings, steam tunnels, all foundations, aboveground storage tanks, electrical systems, and gas lines) but excluding roadways and parking lots; (6) removal, management, and disposal/recycling of metals, universal wastes, hazardous materials, and other building materials and wastes identified during abatement and demolition; (7) overall management, separation, disposal and/or recycling of demolition debris; (8) management of pollutant emissions, required personnel monitoring in accordance with OSHA, and dust management; (9) water management of both accumulated water in buildings and tunnels and stormwater; (10) erosion control; (11) maintaining site security, vegetation control, and perimeter fencing (12) importing clean soil or stone and backfilling excavations resulting from demolition activities, and (13) demobilization. Bidders must identify and demonstrate how they will meet all applicable State, federal and local rules and regulations including, but not limited to, regulated materials and waste identification, removal, separation and storage, proper disposal or recycling, recordkeeping, and reporting. As noted, the work also includes all aspects of the specialized remediation requirements for the removal of PCB-containing caulk and contaminated substrate present above the United State Environmental Protection Agency's threshold and proper management and disposal of the removed PCB Bulk Product waste in accordance with all state, local, and federal laws. The IFB is requesting specific and direct experience with this aspect of the work. See Project Specification for details. The site occupies approximately 280 acres of land located northwest of the intersection of 183rd Street and Harlem Avenue, in Tinley Park, Cook County, Illinois. The site has undergone initial abatement and demolition with funding provided through a State of Illinois Department of Commerce and Economic Opportunity (DCEO) grant to the Tinley Park-Park District (Owner). A new DCEO grant has been authorized to address the remaining activities to abate and remediate the site. Access will be provided by the Owner or their designee(s) so long as the prospective bidders provide proof of insurance, wear appropriate personal protective equipment (PPE), and comply with occupational safety and health administration (OSHA) requirements. Note: See Section 00-21-13, paragraph 34 and Section 00 11 16 of the IFB for important details including the required Certificate of Insurance for site entry. See Project Specification for details. The Owner reserves the right to select a contractor who is not the lowest bidder upon the determination that the award of the contract to another bidder is in the Owner's and State's best interest. All bid proposals must also be accompanied by a bid bond or bank cashier's check payable to the "Tinley Park-Park District" for five percent (5%) of the amount of the bid as provided in the Instructions to Bidders. No proposals or bids will be considered unless accompanied by such bond or check. The contract will be awarded to the lowest responsible and responsive bidder who meets the requirements and criteria set forth in the bid documents. The IFB sets forth specific requirements and evaluation criteria to determine the responsiveness and responsible ness of prospective bidders. Only after both are determined to be met by a bidder will the Owner determine the lowest bidder from the pool of qualified bidders. As this project is being financed with funds from the Illinois DCEO grant program, minority businesses are encouraged to submit bids for this Project and the successful Contractor is encouraged to utilize qualified minority businesses as sub-contractors for supplies, equipment, services, and construction. There is no required minimum percentage of utilization for minority business participation to meet grant requirements. The Owner reserves the right to waive all technicalities, to accept or reject any or all bids, to accept only portions of a proposal and reject the remainder without disclosure for any reason. Failure to make such a disclosure will not result in accrual of any right, claim or cause of action by any Bidder against the Owner. After bid opening, no bids may be withdrawn. All bids shall remain firm for ninety (90) days. Bids shall not include federal excise tax or state sales tax for materials and equipment to be incorporated in, or fully consumed in the performance of, the Work. An Exemption Certificate will be furnished by the Owner on request of the Bidder, for use in connection with this Project only. The site consists of approximately 280 acres, bounded by 183 rd Street on the south, a railroad right of way on the north, Harlem Avenue on the east, and Freedom Park, Veterans Parkway, and municipal properties to the east. Improvements included approximately 47 buildings and structures including but not limited to, a power plant, electrical services and delivery, steam heating, underground steam tunnels, hospital, food services, maintenance shop, aboveground storage tanks, residential units, sidewalks, and utility conveyances. The site also included a 1,000,000-gallon underground water reservoir and an adjacent water tower on the north side of the property; lime pits and a Com-Ed owned electrical substation are also located on the north border of the property. The site had been operated as a mental health facility since the 1950s. The site was shut down in 2012 and many of the building interiors and exteriors have had limited or no maintenance since that time. The site was owned and managed by the Illinois Central Management Services (CMS). The transfer of ownership to the Owner occurred on February 23, 2024. Phase I and II environmental studies were conducted in 2013, 2014, and 2023 (Tetra Tech 2014a; 2014e; and 2023a), which identified recognized environmental conditions as well as the presence of asbestos containing materials (ACM) and black mold. Asbestos and lead based paint surveys and quantification reports were conducted in 2014 (Environmental Consulting Group 2013, and Tetra Tech (Tetra Tech 2014b; and 2023b). Tetra Tech conducted a hazardous materials survey and wetland reconnaissance in 2014 (Tetra Tech 2014c and 2014d). Additionally, the Illinois Environmental Protection Agency (IEPA) hired a company to categorize and remove certain hazardous materials and to test facility owned transformer fluids (REACT 2023). These reports are all available for review. However, bidders should be aware that during the implementation of the environmental studies, not all areas of the site were fully accessible due to site conditions. Further, lead-based paint testing performed by the State's consultant in 2014 during its survey was determined to not meet OSHA's current testing protocol. Phase 1 Work: Activities funded by a prior DECO grant have resulted in the abatement and/or demolition of a number of buildings or structures. Included within the Dropbox is a chart presenting the status of Abatement and Demolition Work as of August 2, 2025. The Owner has used best efforts to represent the current status of the Work; however, all Bidders should assess the site and verify site conditions. In addition, work completed or planned under the initial contract included but is not limited to: removal of waste including universal waste, removal of debris within buildings, dewatering activities, modification and implementation of the Storm Water Pollution Prevention Plan (SWPPP), placement of silt fencing, site perimeter fencing, vegetation control, and site security. This work will continue during Phase 2 of the Project. The site is currently vacant, and fencing around the perimeter of the site has been installed by the Owner. The Contractor will be responsible for the maintenance, replacement, or removal of the fencing currently on the site. Contractor will be responsible for ensuring security is in place during the work, maintaining and repairing the perimeter fencing and erecting temporary fencing as needed to protect trespassers and workers from open, active work areas within the site and to protect any identified wetlands. Vegetation along the site perimeters and around buildings, roadways, and structures has been removed but will need to be maintained during the work. Phase 2 Work: For the remaining buildings and structures, the abatement work will include the removal, management, and disposal of regulated materials and waste, including ACM, in accordance with applicable federal, state, county, and local requirements, and regulations. During Phase 1 of the Work, a third-party air monitoring firm was retained by the Owner to monitor the air for air particulates and asbestos fibers, inspect enclosures and air flow controls prior to work, confirm quantities, collect clearance samples, ensure that ACM abatement personnel are qualified to perform the work, and conduct final inspections prior to release of buildings for demolition. The Owner will employ this approach during Phase 2 of the Work. Estimated quantities and types of ACM are provided in prior Related Documents; however, bidders are responsible to confirm all quantities and account for ACM that may have been hidden from view during those surveys as part of his or her lump sum bid. During Phase 1, testing was conducted to assess the presence of PCBs in building materials. The results of the sampling identified PCBs in caulk present in several buildings above the threshold set by the United State Environmental Protection Agency. The removal of the PCB caulk and any PCB contaminated substrate will be necessary in four site buildings (1, 2, 3, and 23). Owner notes that testing to assess the presence of PCBs in building material located in Building 22 was not previously conducted but is expected to be completed prior to bid submission with results shared with all bidders who attend the mandatory conference and site walk. Waste (caulk and contaminated substrate) assumed or verified to be above the EPA threshold is regulated for disposal as PCB Bulk Product Waste if designated prior to removal and disposed of together. The PCBs in building materials present on site above the threshold will be handled during Phase 2 by a contractor with direct experience in completing similar work at other sites in Illinois or other locations. The removal and disposal of these materials/waste, as well as worker safety, shall comply with all local, state, and federal requirements. A plan to address the four site buildings prior to demolition is to be prepared by each prospective bidder and submitted with the bidder's bid submittal to be evaluated by the Owner as an integral part of its contract award decision. Once abatement and PCB removal work is complete, the demolition of all remaining buildings and structures except for Building 22 will be preceded by the removal of universal wastes and regulated materials and wastes that may be present in currently flooded basement areas and elsewhere within and around buildings, associated structures and the site. Demolition also will include the removal of water treatment residuals (lime waste) present in the Lime Pits. Prospective bidders are asked to evaluate reuse options of the lime residuals for consideration by the Owner as part of the contract award decision. Lastly, demolition includes the removal, management, and disposal/recycling of metals, hazardous materials, and other building materials and waste in accordance with applicable federal, state, county, and local requirements and regulations. With respect to Building 22, full abatement and removal of all universal and all regulated materials and wastes including, but not limited to, ACM, lead paint and PCB containing building materials are required for purpose of occupancy and use of the building by the Owner. Once selected, the contractor will be asked to submit to Owner a plan for Building 22 for review and approval prior to work beginning in the Building. Any material or waste removed from the Site must be recycled if possible or legally disposed of. All material removed from the site becomes the property of the Contractor. Bidders must identify disposal and recycling facilities they will use. Bidder may present one of two abatement and demolition options to the Owner: 1) upon completion of abatement in a building or structure (as applicable) or work area, demolition will be conducted; or 2) all abatement work will be completed and building and structure demolition will follow. A schedule presenting either option is to be submitted with the Bid. However, Bidder must be aware that Owner reserves the right, at its sole discretion, to direct Contractor to modify the construction sequence. Demolition will include removal of all buildings, structures and conveyances. This will include, but is not limited to, removal of all above ground components and below ground components (for example, including but not limited to, utility conveyances, footings, steam tunnels, all foundations, steel shelter structures, a masonry gate, and electrical systems, but excluding roadways and parking lots. The Owner, however, will be using the Engineering/Maintenance Building # 22 for Owner services and it should therefore be abated for occupancy and not demolished. The Owner intends to enter the site into the Illinois Site Remediation Program (SRP). All materials reused or imported to the site shall meet the requirement of meeting SRP requirements as clean fill. This will require inspection of all materials and sampling at a rate of one sample per every 500 cubic yards of each type of material (e.g. crushed concrete, virgin stone, or clean soil). Bidders should assume that neither water nor power will be available during the Work.
