The Water Pollution Control Authority (WPCA) operates two wastewater treatment facilities and maintains the sewer system in the City of Bridgeport by collecting and treating wastewater generated by the residents of the cities of Bridgeport and surrounding areas. The Water Pollution Control Authority (WPCA) is seeking Sealed Bids for construction of the West Side Wastewater Treatment Plant (WWTP) Improvements, Phase 1 - Site Preparation. The work consists of furnishing all labor, materials, equipment, and incidentals required for debris removal; clearing and grubbing; excavation and appropriate off-site disposal of contaminated soil and hazardous materials; construction of the State of Connecticut Department of Transportation (CTDOT) barrier wall; installation and repair of chain link fencing as noted on the Contract Drawings; installation of a gravel temporary site access drive with bituminous paved construction entrances on St. Stephens Road and Bostwick Avenue as shown on the Contract Drawings; coordination of the relocation of adjacent utility poles as shown on the Contract Drawings; and site work including grading, landscaping, drainage, and other work indicated on the Contract Documents. The work consists of furnishing all labor, materials, equipment, and incidentals required for debris removal; clearing and grubbing; excavation and appropriate off-site disposal of contaminated soil and hazardous materials; construction of the State of Connecticut Department of Transportation (CTDOT) barrier wall; installation and repair of chain link fencing as noted on the Contract Drawings; installation of a gravel temporary site access drive with bituminous paved construction entrances on St. Stephens Road and Bostwick Avenue as shown on the Contract Drawings; and site work including grading, landscaping, drainage, and other work indicated on the Contract Documents. Each Bid shall be submitted in accordance with the Instructions to Bidders and shall be accompanied by a Bid Security in the amount of five percent of the Bid. Include with the submitted bid, a five (5%) percent bid bond or a certified check made payable to the City of Bridgeport with its bid submission if the bid is $50,000.00 or more, except for bids from MBE's, for which a bid bond is required on bids that are $100,000 or more. Bidders may not withdraw their Bids for a period of one hundred and twenty (120) days, excluding Saturdays, Sundays, and legal holidays after the actual date of the opening of the Bids. The Successful Bidder must furnish a 100 percent Performance Bond and a 100 percent Payment Bond with a surety company acceptable to the Owner. Complete instructions for filing Bids are included in the Instructions to Bidders. Wage rates for this Project are subject to both the minimum wage rates as per the State of Connecticut Labor Department "Prevailing Wage Rates" and to the minimum Federal Wage Rates. Any contract or contracts awarded under this Invitation to Bid are expected to be funded in part by the State of Connecticut Department of Energy and Environmental Protection Clean Water Fund (CWF). Neither the State of Connecticut nor any of its departments, agencies, or employees is or will be a party to this Invitation to Bid or any resulting contract. The procurement will be subject to the requirements contained in Section 22a-482-4(h), (j), and (o) of the regulations of Connecticut State Agencies. Minority Business Enterprise (MBE) and Women's Business Enterprise (WBE) policies of the State of Connecticut are applicable to this Contract. The requirement for MBE/WBE Subcontractor participation, expressed as a percentage of the total contract amount, shall be a minimum of 8.0 percent with the following makeup, MBE 3.0 percent and WBE 5.0 percent. Failure to meet or exceed the required percentage shall render a bid non-responsive and cause the rejection of the Bid. Clean Water Fund Memorandum (CWFM) 2019-003 must be completed and submitted with the Bid, or that Bid will be deemed nonresponsive. The Owner reserves the right to waive any informality in or to reject any or all Bids if deemed to be in its best interest. All questions about the meaning or intent of the Contract Documents will be received until 3:00 PM, Friday, September 12, 2025. Document Notes:.
