ELECTRICAL/HVAC Construction shall include a complete electrical upgrade, including installation of a new electrical service with new poles along the proposed site access drive and coordination with the utility company. Provisions shall be made for temporary power during construction activities to maintain operation of the existing plant while the proposed additions and revisions are constructed. Temporary power is expected to be provided from the proposed panels to the existing lineup. The electrical upgrade shall include a new outdoor diesel generator, and power distribution to the various existing and proposed buildings via underground duct banks. The project also includes a SCADA system consisting of multiple PLCs, fiber networking, and a workstation computer to control, monitor, and alarm the various control systems throughout the plant. The Project has an expected duration of 550 days. This work shall consist of temporary control measures as ordered by the county Conservation District (hereinafter referred to as Regulatory Agency), during the life ofthe contract to control water pollution, through the use of berms, dikes, dams, sedimentation, basins, jute matting, soil retention blankets, gravel, mulches, grasses, slope drains, trench plugs and other erosion control devices or methods. The temporary pollution control provisions contained herein shall be coordinated with the permanent erosion control features specified elsewhere in the contract to the extent practical to assure economical, effective and continuous erosion control throughout the construction and post-construction period. Temporary pollution control may include construction work outside the project site where such work is necessary as a result of construction such as borrow pit operations, haul roads and equipment storage sites. Erosion control shall be in accordance with the contract drawings, plan narrative, details and specifications contained herein. Soil samples as necessary must be taken. The analyses from the Penn State University must be provided to the Engineer provided the recommended seeding and soil supplements. A minimum of three (3) samples must be taken. This work shall consist of the maintenance of traffic and the protection of the traveling public as they approach the construction area and within the limits of the construction in accordance with these specifications. It shall be the responsibility of the Contractor to provide all labor, materials, and equipment necessary for this item. Provide all Human-Machine Interface equipment herein specified for a complete and functional SCADA system. Provide all programmable logic controllers, operator interface terminals, and all equipment for a complete and functional PLC control panel in each area ofthe plant as indicated in the contract drawings. Coordinate with Section 409513 "Control Panels and Hardware" for additional control panel hardware and control panel enclosures. Design, Supply and Install all hardware and software products required to provide a complete and fully functional control system as shown on the Contract Drawings and/or herein specified. Design the control panels and field wiring interfaces required to implement the control equipment. All control panels shall be designed and manufactured in accordance with UL 508A, Standard for Industrial Control Panels, and NFPA 79, Electrical Standard for Industrial Machinery. All components shall be UL recognized. Connect and test all input and output field wiring to and from the control equipment. Provide all manufacturer's services required for installation, startup, calibration, inspection, and training. Provide all coordination required for system integrator's services as specified in Section 409600 "Process Control Software". Provide all equipment specified elsewhere for a complete and operable system. Provide all network equipment for a complete and functional SCADA system. A. Furnish, deliver, and install a new and complete ICEAS(R) Treatment System, or approved equal, also referred to as the Continuous Sequencing Batch Reactor (CSBR) system. The Intermittent Cycle Extended Aeration System (ICEAS(R)) with aerobic digestion, or approved equal, shall include furnishing and installing the necessary equipment and controls to provide an operating treatment system complete with air diffusion equipment, decant mechanisms, blower systems, air control valves, waste sludge pumps, submersible mixers, instrumentation, and control panel. The system supplier shall provide installation and start-up assistance training and guarantee the process performance. It is the intent ofthese specifications that a single manufacturer-supplier, regularly engaged in the design, manufacture, assembly and production ofsequential batch reactor systems of the type specified, shall have complete responsibility for the final design, furnishing, and coordination of all components in the sequential batch reactor system. Working drawings, including arrangement and erection drawings of the equipment and control equipment; schematic control diagrams, electrical connection diagrams, and complete description ofthe control systems; and equipment operating characteristics shall all be furnished. The system supplier shall have a minimum ofthree (3) in-house electrical engineers with a combined experience oftwenty years in industrial control system and system integration responsible for programming and commissioning the control panel. The system supplier shall have a minimum ofthree (3) in-house process engineers with a combined experience oftwenty years in activated sludge processes responsible for process training and commissioning support. The system supplier shall provide aftermarket services during the first year of operation, including additional visits by a qualified biological process engineer. It is the intent ofthese specifications that a single manufacturer-supplier, regularly engaged in the design, manufacture, assembly and production of control panel systems for biological processes ofthe type specified, shall have complete responsibility for the final design and fabrication ofthe control panel, the biological process training and the aftermarket services. Detailed drawings, including arrangement and installation ofthe mechanical equipment, electrical control system diagram with field connections identification, control system description, and equipment operating characteristics shall all be furnished.
