Site work and paving for a mixed-use development in Methuen, Massachusetts. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.

City of Methuen, the Awarding Authority, invites sealed bids from Contractors for the Lowell Street Barrier Removal Project, to address the re-maining inaccessible sidewalks along Lowell Street from 5 Corners to Oak-land Avenue The Project shall consist of, but not limited to, construction of wheelchairramps, cement concrete sidewalk reconstruction, pavement markings, traffic signs, minor utility adjustments and other related work.MassDOT prequalification of contractors with the class of work as, Highway Construction or Highway Sidewalk & Curbing It shall be the sole responsibility ofthe Contractor to ascertain the existence of any and all addenda.Bids are subject to MGL c.30 39M and to minimum wage rates as re-quired by MGL c.149 26 to 27H inclusive, as amended and the DavisBacon Act. Bidder will be required to pay the higher of the two rates onthis project. Bids shall be accompanied by a bid deposit that is not less than five(5%) of the greatest possible bid amount and made payable to the Cityof Methuen.Pursuant to MGL c.30 39S, any person submitting a bid for, or signinga contract to work on, a public works project estimated to cost more than$10,000, must certify under the pains and penalties of perjury that he orshe is able to furnish labor in harmony with all other elements of laboremployed in the work and that all employees on the worksite, or in worksubject to the bid, have successfully completed at least ten (10) hours ofOSHA approved training. The City of Methuen reserves the right to reject any or all bids and to waiveany informalities in the bidding if it is deemed to be in the best interest ofthe City to do so. The work shall include furnishing and installing a solar-powered, pedestrian actuated, rectangular rapid flashing beacon (RRFB) system at the locations shown in the plans. RRFBs are intended to provide supplemental warning to approaching vehicles of the potential for pedestrians to be crossing in an adjacent crosswalk. Two two-way RRFB assemblies shall be installed at Location 1. A. The work under the Contract consists of: 1. The Base bid scope of work for the Contract Price includes construction of RAMPS 7-28 at LOCATIONS 1 THROUGH 5 as shown on the Contract Documents: Lowell Street (5 Corners to Oakland Avenue). 2. Alternate No.1 scope of work includes RAMPS 1-6 at LOCATION 1 as shown on the Contract Documents: Lowell Street (5 Corners to Oakland Avenue). 3. The Contractor should note that two ramps require relief from the Architectural Access Board (AAB), Ramp 2 at LOCATION 1 (Lowell Street at Ruskin Ave) Ramp 27 at LOCATION 5 (Lowell Street at Union Street). Detailed designs and AAB Notice of Action will be provided prior to construction. 4. The work shall consist of, but not limited to, construction of ADA compliant curb ramps, cement concrete and hot mix asphalt sidewalk reconstruction, pavement markings, traffic signs, minor utility adjustments, minor pedestrian signal improvements and other related work. 5. All Work either shown on the drawings or included in the specifications unless specifically indicated as not to be done. B. In addition, the Work under the Contract includes: 1. Work outside the project site as called for in the Contract Documents and as required for the performance of the Work. 2. The restoration of any items damaged or destroyed by encroaching upon areas outside of the project site. 3. Providing and restoring, where appropriate, all temporary facilities. C. Additional Selection Criteria: 1. General Bidders must meet the additional selection criteria stated in Article 8.7 of the Instructions to Bidders. 2. If the Owner cannot verify compliance with the additional selection criteria from the apparent low bidder's Update Statement, the Owner or its Architect may request the bidder provide additional documentation demonstrating compliance with the Contract requirement. This may occur after the general bid opening, but prior to the Contract Award. All work under this Contract shall be done in conformance with the 2025 Standard Specifications for Highways and Bridges, the Supplemental Specifications contained in this book, the 2025 Construction Standard Details, the Traffic Management Plans and Detail Drawings, MassDOT Work Zone Safety Temporary Traffic Control, the 1990 Standard Drawings for Signs and Supports; the 2023 Manual on Uniform Traffic Control Devices (MUTCD) with Massachusetts Amendments; the 1968 Standard Drawings for Traffic Signals and Highway Lighting; The American Standard for Nursery Stock; the Plans and these Special Provisions.
