The City of San Mateo is accepting proposals to select a qualified engineering firm to provide professional engineering services for the design of traffic signal modification improvements at the intersection of Peninsula Avenue & North Delaware Street. The City of San Mateo, located about 20 miles south of San Francisco, encompasses approximately 13.5 square miles. The City shares borders with Belmont, Burlingame, Foster City, and Hillsborough, in addition to the unincorporated Highlands-Baywood Park area of San Mateo County. With a population of over 103,000, San Mateo is the largest city in San Mateo County. The project is to prepare the Plans, Specifications, and Estimates (PS&E) for the construction of the traffic signal modifications at the Peninsula-Delaware intersection. The City would like to move the project forward with active support from nearby residents, which will require a Stakeholder and Community Engagement scope. The City has prepared an outline of services included in this RFP, which includes: 1. Project Coordination & Project Management 2. Detailed Work Plan and Schedule 3. Intersection Traffic Analysis 4. Stakeholder and Community Engagement 5. Develop Plans, Specifications & Estimate (PS&E) 6. Utility Coordination 7. Bidding and Construction Support (optional) A guide to proposing a Scope of Services is included as Appendix A. Deadline to submit questions Monday, August 18, 2025 The City has designated the following activities and dates as key to the project schedule. Proposers are encouraged to assist the City in adhering to this timeline. The City reserves the right to change the schedule at its own discretion. The City reserves the right to cancel the RFP or to reject any and all responses and/or submittals, or parts thereof, and to waive any technicalities or minor informalities if it determines, in its sole discretion, that such cancellation or rejection is in the best interest of the City.
