The City of Laguna Beach Public Works Department invites qualified consultants to submit proposals to provide design engineering services for Coast Highway Sidewalk Gap Closures (Cardinal to 7th) Project. The City was awarded $5,000,000 through the 2023 Orange County Complete Streets Program. These federal funds will be used for construction phase. The proposed design phase will be funded through local funds. All aspects of work shall conform to federal requirements. The project involves widening the east side of South Coast Highway at the intersections with West Street, 5th Avenue, and Cardinal Drive in the City of Laguna Beach in order to provide continuous pedestrian access and improved public safety. The proposed improvements require permanent easement acquisitions within private properties as well as temporary construction easements as required. The City prepared concept plans of the proposed improvements. These plans are provided in Attachment 2. The concept plans show preliminary horizontal and vertical alignments (as proposed) and also show the project limits and impacted properties. Consultant shall review these concept plans to determine the necessary scope for the right of way engineering (permanent right of way acquisition and temporary construction easements) towards obtaining the required right of way certification.
