construction of the SB 1530 Infrastructure Improvements project. Work to be performed includes, but is not limited to: the construction of approximately 500 linear feet of new roadway intersecting the east side of the existing Grove Road. This work will involve excavation, backfill and grading, subgrade preparation, and sitework. Additionally, utilities such as manholes, gravel surfaces, and connections to existing water, sewer, and storm systems will be installed, along with any other necessary components to complete the road improvements. As part of the project, approximately 1,080 feet of new 12-inch ductile iron waterline will be installed, connecting to the existing 8-inch waterline at Fern Valley Rd. Additionally, 2,450 feet of new 12-inch PVC sewer line will be constructed, tying into the existing 15-inch sewer line at Pear Tree Ln and Fern Valley Rd. To manage runoff from the increased impervious surface, new storm drains and a stormwater planter will be installed along the newly developed road, outfalling to the existing stormwater collection along Grove Road. Additional work will include traffic control, erosion and sediment control, construction surveying, removal of structures and obstructions, and any other necessary tasks required for project completion. Each bid proposal shall be accompanied by a bid proposal deposit in cash, certified check, cashier's check, postal money order, or surety bond in an amount equal to at least five (5) percent of the amount of such bid proposal. Checks shall be made payable to the City of Phoenix. Should the successful bidder fail to enter into such contract and furnish satisfactory performance and payment bond within the time stated in the specifications, the bid proposal deposit shall be forfeited to the City of Phoenix. Bidders are required to be prequalified to be eligible for award. Prequalification may be with the City of Phoenix, City of Medford, or the Oregon Department of Transportation. If the bidder is disqualified in any of these jurisdictions the bidder will be ineligible for this contract. The City of Phoenix reserves the right to reject any or all bids and to waive irregularities in the bid or in the bidding. No bidder may withdraw their proposal after the hours set for the opening thereof, or before award of contract, unless said award is delayed for a period exceeding sixty (60) calendar days. All interpretation or explanations of the contract documents shall be in the form of an addendum and no oral statements by the City, the Project Engineer, or other representative of the City shall, in any way, modify the contract documents, whether made before or after awarding the contract.
