Removal of Trees and Woody Vegetation at Glacial Ridge National Wildlife Refuge Statement of Work Exhibit A Project: Removal of Trees and Woody Vegetation at Glacial Ridge NWR Location: Glacial Ridge NWR, Polk County, MN Project Performance Period: August 15th, 2025-November 7th, 2025 and November 17th, 2025-December 14th, 2025 This is a non-personnel services contract order for the reduction of standing dead, live trees and woody vegetation on UP TO 419 acres within the NWR boundary. The objective of this Contract will be for the Contractor to mechanically cut and breakup the woody vegetation utilizing heavy equipment, chainsaws, shears, and mulching cutter attachments and chippers as needed. Maps containing details about the project areas for the project are attached below and Shapefiles will be provided. It is highly recommended that the Contractor visit the site prior to bidding. The Contractor shall provide all personnel, labor, equipment, supplies, transportation, tools, materials, supervision, and other non-personnel services necessary to perform the requirements of this Contract and shall plan, schedule, coordinate, and ensure effective performance of required services for the entire duration of the Contract. The project area is located in Section 9 of Grove Park - Tilden Township in Polk County (see attached map). Tree brush mowing will only be applied to lands which are currently owned by the U.S. Fish and Wildlife Service. Method of treatment will be via heavy equipment/tractors that are capable of brush mowing/mulching with minimal impacts to the soil substrate. Rotary mowers, rotary drum mulchers/forestry cutters, and chipping machines are the preferred equipment for the woody vegetation. All trees and woody vegetation must be mowed/mulched low to the ground within the areas identified on the map. Any large woody material may be piled into burn piles on FWS property at locations discussed with Audubon or USFWS staff. The Contractor cannot set fire to any of the piles, burning of the piles is the responsibility of the USFWS staff. Mulching and Tree Pile Specifications, if needed: o All other flush cut trees and woody debris must be mulched and spread so that chips are no deeper in any one place than 2 inches or consolidated into tree piles. o Tree pile locations must conform to the following: Must be further than 200-ft from property boundaries or roads and far away from power lines (ask Project Manager if unsure). No piles within standing water or cattails. Ideal placement would be within smooth brome or r eed canary grass patches. Fewer piles that are larger in size are preferred. All tree pile locations are subject to prior approval from Gregg or Alex. Tree piles must be stacked by these specifications: Place tree piles directly on existing groundcover. Do NOT strip off topsoil and stockpile to the side. Trees and woody material must be tightly stacked with a skid steer or excavator in piles. The piles must have a mixture of fuel sizes throughout the pile or the majority of the smaller diameter fuels on the bottom of the pile for more effective burn consumption. No tree tops on top of the pile with branches protruding toward the sky. Place the base of trees towards the center of the pile with tree tops facing outward.
